Responsible for the supervision of the day-to-day operations of the UMass Memorial Department of Public Safety in accordance with the principles and guidelines developed in conjunction with leadership. Assists in the planning organization evaluation coordination and supervision of law enforcement crime prevention investigation communications traffic community relations training property evidence and records work of department personnel.I. Major Responsibilities:
1. Manages the day-to-day operations of the department involving the direct supervision of Police Sergeants and their subordinate security staff. Assigns tasks and placement duties. Coordinates staff schedules staff orientation and staff training. Mentors and supports Police Sergeants and acts as advisor regarding their staff personnel matters as necessary. Provides general supervision for other police communications and administrative personnel. Takes a leadership role in recruitment selection and ongoing training and development of staff. Establishes and maintains a working environment conductive to high morale productivity and teamwork.
2. Serves as officer-in-charge in the case of emergencies special communications access control special event security and other circumstances while maintaining cooperation with various federal state and local law enforcement officials and agencies as necessary. Alerts the Senior Director of any unusual incidents or security concerns.
3. Directs all functions relating to monies and property/evidence taken in by the department including related investigatory functions securing of evidence and records management. Ensures compliance with laws standards and regulations for disposition of such monies or property.
4. Ensures compliance with laws standards and regulations for the treatment of detainees and those taken into lawful custody.
5. Prepares and submits administrative/management briefs case summaries incident/investigative reports and other documentation. Prepares plan/program proposals and other special reports relating to police work as required. Provides timely operational reviews to department leadership.
II. Position Qualifications:
License/Certification/Education:
Required:
1. Graduation from an approved Police Science Baccalaureate program or Mass State Police Campus Police Academy or other equivalency as determined by the Director.
2. Possession and continued maintenance of a valid drivers license driving record and a valid class
3. License to carry firearms.
Experience/Skill:
Required:
1. Minimum of five years experience as a full-time police officer including two years of full-time supervisory experience at the rank of police sergeant or higher.
2. Demonstrated knowledge of the current principles practices and techniques of police organization administration supervision and training; knowledge of laws pertaining to the apprehension arrest and prosecution of persons; knowledge of current principles practices and techniques of law enforcement and crime prevention including patrolling traffic investigation juvenile delinquency communications support services and other specialized police operations.
3. Experienced carrying firearms in the line of duty as a police officer.
4. Ability to communicate effectively both orally and in writing.
5. Knowledgeable and skilled in the use of computer applications including MS Word and Excel.
6. A thorough personal background check is required for this position.
Unless certification licensure or registration is required an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.
III. Physical Demands and Environmental Conditions:
Must be able to run stoop crawl climb stairs carry another human being and stand for long periods of time without any physical limitations and during all kinds of weather conditions.
Must be familiar with and possess the ability (manual dexterity) to operate a police vehicle emergency lights police radios radio scanners telephones MDT etc.
Must possess the ability to drive a police vehicle and speak on the radio at the same time and ensure that police officers and police officers trainees assigned to his/her shift are likewise proficient.
