ORGANIZATIONAL CONTEXT
The United Nations World Food Programme (WFP) is the worlds largest humanitarian agency working to create a world with zero hunger. WFP and its partners believe that no child should go to bed hungry and that individual and collective wellbeing can only be achieved if all children women and men get the nutritious food they need to lead healthy dignified lives. Each year WFP assists 86.7 million people in 83 countries. Every day some 5600 WFP-chartered trucks are on the road 92 planes are in the air and 20 ships are at sea. These numbers speak to WFPs unparalleled reputation as an emergency responder one that is often the first on the scene in the most difficult environments. WFP also works with partners to strengthen the resilience of communities most vulnerable to hunger and malnutrition through long-term development programmes aimed at boosting food security local economies education employment and gender equality. While hunger and malnutrition are the worlds largest solvable issues the needs are still immense and growing. 821 million people in the world suffer from chronic hunger.
WFP is committed to growing private sector fundraising with a focus on individual giving and have two programmes - and Share The Meal (STM). Individual giving is recognized as a fundraising channel that has been successfully used by other UN agencies as well as many international NGOs generating the bulk of their private sector income.
The aim for WFP is to engage with supporters in their preferred channels and maximize long-term support. To help support these aims WFP have decided to develop a Business Intelligence Hub. The mission of the Hub is to deliver data analysis and insights to facilitate informed decision making appropriate fundraising and the best possible supporter experience. The primary objective of the BI team now includes enabling various departments to achieve their targets through enhanced support and strategic insights. Therefore an increased focus on the impact and efficacy of our initiatives. The Head of Insights & Strategic Enablement better encapsulates the roles emphasis on enabling strategic decisions and supporting business objectives with the use of data.
In addition to analysis the BI Hub will also comprise a planning and research element to better understand supporter motivations external market trends and to help turn data insights into actionable insights.
FUNDRAISING FROM INDIVIDUALS
WFP is committed to growing private sector fundraising with a focus on individual giving which can deliver both significant revenue and loyal donors as well as valuable unrestricted funds which is critical to supporting the long-term goals of country strategic plans (CSPs). During the strategy () income from individuals is estimated to grow tenfold to UD 170m p.a. in 2025.
To achieve this income growth WFP will invest significantly (USD 50 million in the first three years alone. It is critical that the investments in this programme to raise funds from individuals is as effective as possible: generating a high return on every dollar invested and attracting loyal donors who will continue to support WFPs work for many years. With the opportunity for both the Share the meal and products to be promoted in the marketplace it is important to have a view of performance as well as the supporter experience and satisfaction across both products for the organization to optimize and maximize the potential of each product.
The Head of Insights & Strategic Enablement will work with the and STM teams to ensure that a combined data view is possible building a combined data warehouse. This will provide senior decision-makers including the PSP Director with actionable insights to inform strategic and operational decisions and achieve the best performance for WFP in the long-term. They will also be responsible for providing high quality inputs to reports for key stakeholders including the Executive Board.
The Hub will then build on the core supporter performance data to enhance our segmentation and improve targeting to ensure the right offer is served to the right supporter at the right time through the right communication channel.
PURPOSE OF THE ASSIGNMENT
The purpose of this assignment is to establish and lead the new Hub to ensure that data insights are at the heart of decision-making in PSP teams to deliver the growth potential in total quantity and quality of supporters and to maximize their donations to WFP. This is a senior role in the division reporting to PSP Deputy Director and working across both the and Share the Meal programmes. The Head of Insights & Strategic Enablement will manage the team and be responsible for providing regular reports and analysis to the PSP Deputy Director to inform decision-making as the programme scales to USD 170 million p.a. by 2025 delivering the returns on investment as set out in the strategy.
The Head of Insights & Strategic Enablement will establish and lead a team of experts divided in functional sub teams.
KEY RESPONSIBILITIES
The Consultant and Head of Insights & Strategic Enablement reporting to PSP Deputy Director is expected to:
Lead on establishing a unit with a strong working relationship with the Share the Meal and teams and ensures current data is available and accessible to deliver reports and share results insights and test learning for fundraising from individuals in PSP. Take a central role in sharing results and insights.
Prepare key trends patterns and insights that will underpin the agreed reporting to senior stakeholders including the Director of the PSP Division Executive Board and Leaders at WFP.
Provide analysis and insights that will inform strategic investment decisions ensuring PSP deploys investments in the strongest areas of the programme to build supporter lifetime value and required long-term returns on investment.
Build and deliver a range of dashboards using appropriate analytics tools that visualize clearly and concisely agreed performance metrics.
Manage the team of experts ensuring effective staff performance and development and promote work life balance.
Lead on the relationship with the tech teams in PSP and work with them to build and continually enhance the PSP data warehouse.
Develop and regularly review a priority plan working across all key customers (IG STM Directors Office and Finance).
Lead on research projects such as with the International Fundraising Leadership Forum or Ipsos/Mori to increase understanding of audiences and territories (incl. market sizing) and improve results through effective segmentation and targeting.
Develop the Hub to be a service provider with structured ways of working e.g. written proposals with assignments managed through to delivering joint recommendations.
Promote a collaborative culture of data-led and evidence-based decision making and empower teams with improved access to data.
Evolve the work of the team to utilize machine learning and tech innovations such as AI to enhance future performance making the team aware of the tools and innovations that can add the greatest value.
DELIVERABLES AT THE END OF THE CONTRACT
Analytics regularly provide insights uncovering donor trends to identify opportunities and reduce weaknesses in the portfolio. Reporting deliver an agreed suite of regular reports to meet the needs of multiple audiences.
Sharing insights results and tests continue to innovate and create ways of working to regularly share results and insights and demonstrate resulting improvements in performance.
Strategic research lead on research projects to increase teams understanding of WFP supporters including the International Fundraising Leadership Forum (IFL Forum) global performance benchmarking and use of Brandwatch to increase audience understanding as well as internal surveys.
Forecasting and business modelling create and implement forecasting models and work with Finance to support budget frameworks with a focus on delivering the 2025 income goals with inbuilt functionality on tracking to targets.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education
- University degree in Business Studies Economics Data Analytics/Statistics Statistics Mathematics or other relevant field. Experience of using machine learning (propensity modelling clustering and other targeting tools) preferred.
Work history
- 12 years plus experience of using analysis to drive actionable insights to inform maximising significant individual giving investments including at the strategic level
Technical skills
- Significant strategic experience in measuring and monitoring the effectiveness of Individual Giving strategies and plans Individual Giving strategies and plans in multiple organisations including with a UN agency with digital programmes and with a focus on regular monthly donors/subscribers
- A strategic thinker who understands the importance of having robust fundraising measurement metrics and has the ability to clearly and reliably provide data insights to audiences of varying knowledge levels
- Significant experience of analysing and providing a ctionable insights for decision decision-making to support the continuous improvement cycles that are critical to building value at an operational level within individual giving programmes
- Experience with analysis and insights of revenue revenue-generating programmes working to build loyalty from customers or donors in markets in Europe the Americas and Asia/Pacific required.
- Experience with global benchmarking such as the International Fundraising leadership Forum demonstrating knowledge of donor performance across multiple territories
- Experience of working in an environment with multiple stakeholders or clients e.g. a performance marketing agency
- Use of SQL to create up business rules and analysis tables in data warehouse warehouses for further analysis analysis.
- Excellent experience of visualising data through the organizations business tools such as Tableau to bring out actionable insights and trends clearly concisely and attractively
- Familiar with Business Intelligence tools commonly used in the sector
- Strong IT skills particularly in Microsoft Word Excel Power Point and Outlook

- Experience of working in a strategic data insight advisory role to a diverse range of senior stakeholders
