Job Description

Iowa Health Care is seeking a 100% Health Services Associate Director for clinic operations. The Health Services Associate Director reports to the Director of Clinical Services and partners with department leaders and providers to ensure clinic operations align with Iowa Health Care standards. This role oversees clinical operations teaching and research focusing on efficient safe patient care and effective resource management across the state of Iowa. Clinic operations include primary walk-in specialty and outreach clinics. The position leads business process development for clinical programs analyzes workflows and performance metrics and collaborates with internal stakeholders to enhance care delivery and access. The HS Assoicate Director collaborates with UI PAC PFS HCIS HR Strategic Planning Physician Relations Marketing Department Administrators DEOs and other stakeholders to enhance access for UI Heath Care patients.

Key Responsibilities:

  • In partnership with UI Healthcare HR oversee hiring development and performance management of staff. Lead search committees for open positions and oversee new hire making decisions.
  • Builds trust with staff by demonstrating through evidence that staff issues are resolved in a timely and unbiased manner; provides rationale for decisions; counsels employees as warranted; documents employee counseling and disciplinary actions.
  • Provide functional and administrative supervision to subordinate administrative personnel.
  • Develop and recommend staffing models for over locations in collaboration with HR representatives and senior leadership.
  • Holds responsibility for understanding the employment structure dynamics and specific job duties of newly acquired and existing staff as part of clinic acquisitions.
  • Assure that staff is compliant with UI policies and procedures.
  • Monitor and analyze scheduling data to ensure provider access is optimized
  • Direct budget development in cooperation with administrative personnel in the clinics medical directors and clinical departments. Monitor analyze interpret data and prepare special and periodic operational and fiscal reports.
  • Develop business plans related to new patient care initiatives faculty compensation/reimbursement programs contracts and proposals.
  • Work with faculty and technical directors to establish appropriate fees and CPT/HCPCS coding for patient services.
  • Oversee activities related to determination and submission hospital professional fees including supplies imaging and pharmacy and collection from third party carrier. Develop implement and maintain appropriate systems to assure all hospital and professional fees are submitted in a timely manner and all activity is billed accurately.
  • Prepare (and as called upon) present special and periodic operational and fiscal reports.
  • Reviews accuracy and completion of payments posted and bring discrepancies to the attention of UICMS UI Clinical Outreach and Department.
  • Oversee Capital projects including new clinic builds renovations and equipment purchases. Ensure project expenses align with budget.
  • Facilitate credentialing efforts as necessary for off-site locations.
  • Oversee roll-out of new clinical services including operational development marketing and referring provider relations.
  • Oversite of acquiring newly clinics to develop plan to operationalize acquired clinics into Iowa Health Care
  • Oversee termination of clinical services including operational issues and patient and referring provider communication.
  • Collaborate with many departments at UI Healthcare including but not limited to leadership teams in each department PFS HCIS Epic teams as well as many others.
  • Responsible for patient satisfaction results and implementation of appropriate changes/improvements. Develop and implement best practice to improve care delivery. Provide education to nurses/physicians as necessary.
  • Respond to patient complaints in conjunction with the office of patient relations
  • Review and respond to Patient Safety Net submissions as necessary.
  • Identify trends and determine QA priorities in conjunction with lead nurse and medical director.
  • Oversee clinic operating practices such as recordkeeping systems cash collection policies and procedures.
  • Oversee data analysis data to validate cost effectiveness and operating efficiencies of clinic operations and productivity.
  • Collaborate with General Counsel to evaluate revise and develop new contractual agreements with external entities.
  • Oversee clinical operations to ensure contractual compliance.
  • Oversee and monitor department compliance with accreditation standards (JACHO CLIA) and make recommendations for improvements.
  • Optimize workflow and efficiencies in clinic by ensuring all staff are maintaining regulatory compliances.
  • Assist in the development of the offsite strategic plan and develop and monitor action plans to meet those goals
  • Collaborate with DEOs Strategic Planning and other stakeholders to develop long-term strategies for offsite clinics.
  • Develop implement and monitor programs projects and computerized systems with hospital-wide impact.
  • Contact and serve as liaison to UIHC patient care support areas appropriate individuals in the College of Medicine Patient Fiscal Services Department Administrators and DEO Joint Office of Compliance Strategic Planning and Physician relations Marketing and Communications of the Clinical Enterprise.
  • Maintain effective working relationships with faculty staff students and across multiple UIHC support departments.
  • Engage and collaborate with providers to maximize clinic efficiencies and identify growth opportunities.
  • Work with departmental education team to optimize medical student residency and other various health care learner rotations and patient care.
  • Collaborate with the UI PA program Kirkwood MA program and other nursing programs to provide educational experiences in clinic.
