This Role Is Eligible To Be Hybrid And Requires Onsite Reporting Located Within Raleigh NC

The Data Office Director is a leadership role within the Department of Health and Human Services (DHHS) Information Technology Division housed in the Operational Excellence portfolio. This position provides strategic direction and operational oversight for high-impact data initiatives including enterprise data infrastructure public and internal data visualizations and health equity data applications. It involves collaboration across divisions and supports the departments ability to make data-driven decisions.

This role supports the department-wide data strategy by overseeing the execution of data integration governance quality and literacy projects. The position contributes to the broader success of DHHS operations through enterprise collaboration staff development and resource alignment to optimize outcomes and enhance service delivery to North Carolinians.

Key Duties Include:

  • Lead strategic planning efforts for the Data Office in coordination with executive leadership.

  • Manage medium- and long-term initiatives including resource allocation budget planning and contract oversight.

  • Direct program-level planning and tracking including status reporting to senior leadership and steering committees.

  • Develop and maintain policies and standards for data governance infrastructure and analytics.

  • Serve as liaison between the Data Office and other DHHS divisions fostering cross-agency collaboration.

  • Identify and manage enterprise-level data integration priorities and risks.

  • Supervise project managers technical staff and data professionals to meet delivery objectives.

  • Review implementation plans to ensure alignment with project goals and feasibility.

  • Support retention and development of high-performing staff and allocate resources effectively.

  • Collaborate with IT and business stakeholders to translate organizational needs into actionable data initiatives.

About the NC DHHS Information Technology Division:

In collaboration with our partners the North Carolina Department of Health and Human Services (DHHS) protects the health and safety of all North Carolinians and provides essential health and human services. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises six sections: Implementation and Operations Strategy and Workforce Enterprise Technology Vendor and Finance Data and Analytics and Cyber and Privacy. Team ITD offers the following services but not limited to implementations operations project/portfolio management infrastructure consulting business division liaison digital transformation IT strategy enterprise technology IT contract and vendor management and data office services.

Minimum Education and Experience Requirements

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

Bachelors degree in computer science or an IT related field from an appropriately accredited institution and five years of progressive experience in the information technology field related to the positions role including one year of supervisory experience
OR
Associates degree in computer science or an IT related field from an appropriately accredited institution and six of progressive experience in the information technology field related to the positions role including one year of supervisory experience
OR
An equivalent combination of education and experience
