Raytheons Advanced Technology (AT) business is seeking a high-impact mission-driven Director of Strategic Budget & Opportunity Integration to lead the alignment of classified and unclassified defense budget artifacts funding sources and strategic guidance with internal investment strategies and external opportunity pipelines. This role is critical to enabling enterprise awareness of defense priorities improving the accuracy of resource forecasting and ensuring maximum alignment with the National Defense Strategy (NDS) National Defense Authorization Act (NDAA) and Integrated Priority Lists (IPLs).

As a member of the AT Requirements & Capabilities (R&C) team the Director will be responsible for translating mission requirements into actionable investment strategies shaping opportunities early in the pipeline and integrating customer priorities across budget cycles and strategic growth objectives.

Success in this role requires deep expertise in defense funding and acquisition processes program planning and competitive landscape analysis as well as the ability to influence across engineering finance strategy capture and program execution teams. The Director will play a key role in positioning Raytheon for long-term growth in a complex and rapidly evolving national security environment.

This position reports to the AT R&C Executive and serves as a key voice in shaping future growth across the AT portfolio.

What You Will Do

  • Budget Artifact Scrubbing & Analysis
    • Review and analyze both classified and unclassified budget documents (e.g. RDT&E Procurement and O&M funding lines)
    • Track and map key budget lines to customer priorities and internal capture pursuits
    • Provide early indicators of shifts in funding profiles or new investment areas
  • Strategic Document Review & Synthesis
    • Conduct in-depth reviews of the NDAA NDS Service Strategies and other Congressional reports
    • Summarize implications for ongoing and emerging market opportunities
    • Translate top-down strategy into actionable guidance for R&C Capture and Engineering teams
  • Opportunity Validation & Targeting
    • Partner with Capture Managers and Technical Directors to validate pursuit alignment with DoD priorities and funding sources
    • Leverage Future Years Defense Program (FYDP) data and Service-specific budget documentation to anticipate near- and long-term contract opportunities
    • Vet opportunities in classified portfolios through validated resourcing channels
  • Funding Alignment & IPL Mapping
    • Map Combatant Command (CCMD) and Service Integrated Priority Lists (IPLs) to available and anticipated funding streams.
    • Identify areas where internal IRAD or NBI investments can accelerate alignment with funded needs
  • Stakeholder Collaboration
    • Act as a key advisor to the AT executive team and government relations personnel
    • Coordinate with Government Affairs to support Congressional engagement with funding justifications
    • Support classified and unclassified program teams in identifying and validating funding pathways
  • Process & Tools Development
    • Establish repeatable processes to track budget developments and tie them to opportunity identification
    • Help develop or optimize tools and dashboards for investment tracking NDS alignment and resourcing visibility
  • Collaborate with RTX Global Government Relations (GGR) at the Federal State/Local on Public Policy in their advocation and development of new technologies and our solutions
  • Possible Work Locations: MA Tewksbury Andover or VA Arlington
  • Travel: Expected 40%

Qualifications You Must Have

  • Typically requires a Bachelors Degree and a minimum of 14 years of experience in defense budgeting strategy and/or acquisition roles or an Advanced Degree and a minimum of 12 years experience
  • Experience working in classified environments to include Special Access Required (SAR)
  • Demonstrated experience with DoD budget documents (R2 POM submissions FYDP PB etc.) with experience synthesizing NDS/NDAA/IPLs into actionable recommendations
  • Experience working across multiple stakeholder communities

Qualifications We Prefer

  • Advanced degree in Public Policy National Security Finance or related field
  • Experience supporting Special Access Programs (SAPs) and Top Secret/SCI Programs
  • Familiarity with Congressional appropriations and reprogramming processes
  • Working knowledge of Business Development operations process (e.g. investments financial planning pipeline management)
  • Strong understanding of both classified and unclassified resourcing environments

The salary range for this role is 194000 USD - 388000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including but not limited to individual performance business unit performance and/or the companys performance.
