About the REP Program Manager position:
The REP Program Manager will work closely with county representatives other state agencies federal agencies and the utility on the REP program and interpret and disseminate information about regulatory changes to the program and potential impacts to plans and procedures. The selected candidate will also develop and manage emergency response plans procedures and guidelines for the state and counties as well as ensuring that they are in compliance with NUREG-0654 / FEMA REP-1 and serve as the main point of contact for the utility and federal agencies on radiological programs.

The REP Program Manager will provide technical guidance to counties and state agencies in the development of plans and procedures that will enable and support the response to REP exercises and actual events. The selected candidate is responsible for coordination and collaboration across multiple Sections and Units within the Division to accomplish required duties. The REP Program Manager will utilize technical writing public speaking and presentation skills to represent the Division at various conferences and meetings. The REP Program Manager will develop and manage the annual REP budget and support the REP Task Forces at each of the four nuclear power facilities throughout the state. The REP Program Manager Responds to emergency activations as a member of the State Emergency Response Team (SERT) at the State EOC. This includes during disaster activations as well as a technical advisor during REP events and exercises.

About the Operations Section:
The primary mission of the Operations Section is to coordinate the delivery of assistance and services to local and tribal governments during emergencies and disasters. Additionally the Operations Section is responsible for the coordination of response activities during implementation of the North Carolina Emergency Operations Plan including the identification assignment and management of resources needed to accomplish incident objectives. During activations of the State Emergency Operations Center the Operations Section provides overall incident management and support to State Emergency Response Team members. During daily operations the Operations section provides incident management assistance and on-scene support to local governments by utilizing assigned resources and regional assets in addition to brokering mutual aid.

About the Emergency Services Branch:
The primary mission of the Emergency Services Branch is to provide coordination and State assistance to supplement local resources in response to medical care needs to victims of a major emergency or disaster; providing guidelines for those agencies directly or indirectly involved in providing firefighting and rescue support or fire and rescue resources; supporting both urban and non-urban Search and Rescue activities; response when actual or potential discharge and/or release of hazardous materials occurs; and for coordination of all State law enforcement resources to support local law enforcement in response to emergencies requiring State Assistance. The State EOP outlines the 5 functions the Emergency Services Program is responsible for; Fire Fighting Hazardous Materials Search and Rescue Law Enforcement and Disaster Medical Services. These 5 functions detail the planning provision necessary to ensure the protection of the people of North Carolina from the effects of identified hazards to which North Carolina is vulnerable.

  • Working knowledge of radiological emergency response as it pertains to government.
  • Experienced with radiological emergency preparedness guidelines.
  • Experience in developing radiological emergency preparedness training programs.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and one year of progressively responsible emergency management emergency services or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience.
