Job Summary

The Police Forensic Examiner performs advanced latent print examinations to include classifying analyzing comparing identifying searching and verifying latent prints of unknown persons. Work requires careful attention to detail and the ability to make fine discriminations in latent examinations. Responsibilities also involve but are not limited to developing recovering and photographing forensic evidence to include latent evidence ballistic evidence biological evidence testifying and trace evidence.

The following is a list of essential duties and responsibilities assigned to the Police Forensic Examiner. While this list represents a good sampling of the duties of this position; it is not an exhaustive list.

  • Locates visualizes collect recovers and preserves forensic evidence.
  • Analyzes and compares latent prints to include identifications and exclusions.
  • Responds to major crime scenes to provide guidance advice and assistance in the collection of forensic evidence.
  • Prepares for and conducts AFIS searches of latent prints and maintains storage of latent prints in the databases.
  • Conducts training in proper AFIS operating procedures applications and best practices.
  • Prepares acquires and launches searches via the Integrated Ballistic Identification System (IBIS) for entry into the National Integrated Ballistic Information Network (NIBIN).
  • Maintains equipment and supplies in crime scene vehicles; operates vehicle and contents as a crime scene facility.
  • Maintains equipment and supplies in the laboratory; operates all equipment to manufactures specifications provides maintenance and cleaning of equipment. Ensures equipment is always fully operable and identified the need for new and/or improved equipment and supplies.
  • Prepares supplemental reports and demonstrable charts which may be required for court hearings and trials.
  • Ability to explain technical and scientific methods and principles as an expert witness in hearings and trials.
  • Trains commissioned and non-commissioned staff on subjects pertaining to the methods of collection and preservation of forensic evidence as well as the varieties of useable and probative forensic evidence that may be found at scenes.
  • Keep abreast on latent trends studies and techniques regarding latent collection and examination.
  • Maintains a close and constant liaison with internal and external contacts including municipal county state and federal police agencies acts as a consultant on specific latent print cases.
  • Maintains records and compiles data and statistics for periodic and special reports on the activities of the section.

Qualifications

Knowledge Skills Abilities and Competencies:

  • Thorough knowledge of latent analysis and identification techniques.
  • Thorough knowledge of the proper use of chemical physical and optical techniques used to collect latent and other forensic evidence.
  • Thorough knowledge understanding and value of minutia characteristics; pressure movement and matrix distortions that may be present in a latent print.
  • Knowledge of techniques of latent print science in the determination of pattern types and ridge counts.
  • Possess thorough knowledge and principles of evidence and chain of custody factors.
  • Ability to testify in court as an expert witness; ability to prepare court exhibits relative to latent print evidence.
  • Ability to train others in the skills necessary for discovering retrieving preserving trace evidence at a crime scene.
  • Ability to apply basic scientific principles in processing trace evidence including biological fluid hair fibers latent prints tool mark evidence paint chips etc. to a level comparable with availably equipment capability and responsibility.
  • Ability to work both independently and cooperatively with others; ability to communicate clearly orally and inwriting in a professional diplomatic fashion.
  • Ability to become certified by the International Association for Identification in latent print examinations.
  • Ability to complete training and testing as an Integrated Ballistics Identification System (IBIS) Technician.

Education Experience and Other Requirements:

  • College coursework in Forensic Science or natural sciences
  • At least 3 years experience examining and identifying latent prints or an equivalent of education and experience
  • Must have a good safe driving record
  • Possesses or can obtain a valid Washington State Drivers license.

  • Work involves walking talking hearing using hands to handle feel or operate objects tools or controls and reaching with hands and arms.
  • Vision abilities required by this job include close vision distance vision peripheral vision depth perception and the ability to adjust focus.
  • The noise level in the work environment is usually moderately quiet.

Due to the critical and high-security nature of police work top candidates must pass a thorough criminal and background check polygraph and drug test.

Applicants must meet the following requirements:

The following drug use (or distribution of) will be disqualifying:

  • Any use of heroin
  • Any possession or use of GHB or any other date rape drug including giving it to others
  • Any use of any illegal drug within three years of application (Excludes marijuana which is addressed below)
  • Misuse of Prescription drugs will be reviewed on a case-by-case basis.
  • Any use of marijuana including legal marijuana derivatives bi-products or concentrates within 12 months of application. Please note that while some states have decriminalized marijuana it is still federally illegal and police employees are expected to adhere to all laws and regulations on and off duty
  • Any use of illegal drugs or marijuana since applying to or while employed by any law enforcement agency (including military police agencies)
  • Any prescription forgery prosecuted undetected or otherwise within five years of application
  • Any participation in or allowing of the manufacture selling offering to sell cultivation warehousing distribution holding or transporting for another transporting for sale or financing of any illegal drugs/narcotics within five years of application including extraction and concentration of THC oils from marijuana for the production of honey wax dabs or any other THC concentrate
  • Any distribution of illegal drugs or illegal distribution of marijuana since applying to or while employed by any law enforcement agency (including military police agencies)

The following Criminal Violations will be disqualifying:

  • Any adult felony conviction.
  • Any juvenile felony conviction within the past five years.
  • Any misdemeanor conviction for a crime involving moral turpitude.
  • Commission of any crime of violence including domestic violence.
  • Commission of any sexual offense within the past five years.
  • Any conviction of a felony crime at any time while employed in any capacity with a Law Enforcement Agency (including volunteer intern and reserve positions).
  • Any single theft of property or money in excess of $100 value within the past five years.

This is a non-exempt regular full-time position represented by a collective bargaining unit.
