Pima Countys Department of Justice Services is currently seeking a Justice Navigator. The position plays a crucial role in supporting individuals transitioning from law enforcement custody back into the community.
In this role duties include conducting comprehensive needs screening with justice-involved individuals and providing tailored referrals to programs housing and other community-based resources essential for successful reentry. Navigators also maintain accurate records by entering data into a case management system and provide ongoing support through follow-up appointments and reminder communications. Additionally the Justice Navigator coordinates with local service providers facilitates transportation or warm handoffs conducts community outreach and public justice assistance and navigation.
This role also involves collaboration with social service agencies judicial entities and other community partners to enhance support networks for justice involved individuals and their families.
Justice Navigatorsalso require strong interpersonal communication problem-solving and coordination skills; as well as compassion and cultural sensitivity to effectively assist justice-involved individuals in navigating the justice system and successfully reentering their communities. This position will require a current Peer Support Certificationor the ability to obtain certificationwithin a designated timeframe of six (6) months.
This position reports to the Transition Center Program Manager is primarily based at the Pima County Transition Center will have occasional travel to the Downtown Justice Services office and community-field work.
This position requires a rotating shift schedule Monday through Friday between the hours of 8:00 AM and midnight.
This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.
Essential Functions:

Engages with individuals exiting police or jail custody and refers to treatment housing and other community resources;
Develops partnerships with other agencies collaboratives associations and community organizations;
Provides encouragement support and resources to individuals with justice system involvement utilizing best-practices and evidence-based programming;
Maintains accurate and reliable data for program evaluation.
Minimum Qualifications:
Bachelors degree from an accredited college or university with a major in management public or business administration or a field closely related field as determined by the department head at the time of recruitment AND one (1) year of experience directly related to the nature of the criminal justice system.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):
Lived experience with the criminal justice system and a demonstrated commitment to supporting others in reentry and justice system navigation.
Current Peer Support Certification.
Experience working with justice-involved individuals or in a reentry support setting.
Knowledge of community-based resources including housing behavioral health services employment programs and other support relevant to justice system reentry.
Experience conducting needs assessments or screenings and making individualized service referrals.
Experience in case management systems or client data tracking tools for accurate and timely recordkeeping.
Experience building trust and rapport with clients providing encouragement support and resources to individuals with justice system involvement utilizing best-practices and evidence-based programming.
Experience coordinating with diverse stakeholders including service providers law enforcement courts correctional staff and community-based organizations.
Experiencesupporting individuals from diverse backgrounds with compassion cultural sensitivity and trauma-informed care principles.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record. All positions require a valid Arizona Class D driver license at the time of application or appointment.

Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies due to the need for access to County Attorney and Court facilities records and communication systems.
Physical/Sensory Requirements: This position requires the ability to: constantly communicate with individuals being released from jail or law enforcement custody in small onsite living room model environment; constantly is in and out of office space to greet individuals released from custody; constantly moves about inside an office; and frequently deescalates and communicates with individuals in crisis.Additional physical and sensory abilities will be determined by position.
Working Conditions: Justice Navigators operate in an open and collaborative setting that provides direct services to individuals released from jail or law enforcement custody. Regular daily on site attendance is an essential function for this position. Additional working conditions will be determined by position.
