Summary:

This position will report to the University Attorney. As the Institutional Compliance and Title IX Coordinator this position will provide staff faculty and students with an understanding of expected compliances to all policies and procedures as outlined by the university and the local state and federal government. This position will be responsible for developing and conducting training programs in consultation with HR for employees and Student Affairs for students. . In addition this position will work with leadership human resources and internal and external legal affairs to develop publish and maintain effective policies and accessible grievance procedures that provide prompt and impartial resolutions to complaints. This position will make critical decisions based on policies being implemented by government agencies and how the university needs to implement them.

As the Title IX Coordinator this position is an essential role in helping to ensure that every person affected by the operations of Methodist University is aware of the legal rights Title IX affords and that Methodist University and its officials comply with their legal obligations under Title IX and applicable regulations.

Position will be responsible for providing leadership and direction. Responsibilities may include administering policies and procedures conducting Title IX investigations preparing documentation and performing data analysis; creating and facilitating training for faculty staff and students; researching tracking and implementing proposed and enacted federal state and local legislation.

Essential Job Duties:

Provide administrative oversight including responsibility for planning assessment committee assignments and annual reporting for institutional compliance and Title IX.

  • Administer the Universitys non-discrimination policies including serving as the Universitys Title IX Coordinator and Compliance Coordinator in compliance with all federal state and local laws.
  • Perform Title IX complaint intake investigation and preparation of responses resolutions and investigatory reports; coordinate hearings; develop policy and training materials; select and train investigators advisors and other university personnel; and ensure appropriate documentation is maintained.
  • Prepare annual statistics on the number nature and disposition of complaints received; identify and analyze patterns; and make recommendations for improvement.
  • Create track and provide annual training for students faculty and staff to inform them of their compliance obligations.
  • Regularly review compliance-related policies procedures and processes and recommend appropriate revisions; and collaborate with Human Resources staff to review applicable employee policies and procedures.
  • Coordinate with the Chief of Police/Director of Public Safety and Clery Compliance Officer to fulfill overlapping obligations related to discrimination and harassment incidents: simultaneous campus/police investigations; reporting prevention and training; and preparation of the Title IX sections of the Annual Security Report.
  • Develop an electronic institutional compliance calendar and coordinate and oversee compliance reporting requirements for the University; and collaborate with key stakeholders to ensure timely submission of required data reports and/or notices.

Title IX Coordinator Job Duties:

  • Ensuring thorough training is completed by the Deputy Title IX Coordinators the Title IX Investigators the Title IX Decision-makers and the Title IX Mediators in the handling of Title IX notices and formal complaints.
  • Ensuring training and technical assistance on university policies related to sex discrimination is available to all University members as well as other parties as required by applicable federal regulations.
  • Developing programs and informational guides on issues related to Title IX to make sure that all members of the school community including students faculty and staff are aware of their rights and obligations under Title IX.
  • Overseeing all Title IX related matters.
  • Coordinating responses to Title IX notices and formal complaints including without limitation the effective implementation of supportive measures.
  • Coordinating efforts for the investigation resolution and implementation of corrective measures
  • Implementing the annual climate survey. Reviewing and analyzing the information from the climate survey and addressing any identified concerns through action plans.
  • Updating and revising the Title IX Policy and Procedures as necessary
  • Monitoring of the educational and working environment to stop remediate and prevent discrimination based on sex.
  • Identifying and addressing any patterns or systemic problems that arise during the review of notices and formal complaints.
  • The Title IX Coordinator also serves as chair of the Title IX committee which consists of the coordinator and multiple Deputy Coordinators and any others who may need to be added from time to time by the University as it deems necessary in its sole and absolute discretion.
  • Signing a formal complaint in certain circumstances.

Compliance Duties:

  • Develop implement and maintain a comprehensive compliance program.
  • Monitor and interpret changes in laws and regulations affecting higher education. Make recommendations as to needed changes to institutional policies.
  • Conduct internal audits and risk assessments to evaluate compliance with institutional policies.
  • Collaborate with departments to ensure policies and procedures are up-to-date and effective.
  • Provide training and education to faculty staff and administrators on compliance-related topics.
  • Investigate reports of non-compliance and recommend corrective actions.
  • Prepare and present compliance reports to senior leadership and governing bodies.
  • Serve as a liaison with regulatory agencies and accreditation bodies.

Qualifications

Minimum Education and/or Training and Experience:

Bachelors degree in a related field. Four years of relevant experience. Demonstrated experience with federal state and/or institutional compliance.

Required Knowledge Skills and Abilities

  • Knowledge of and familiarity with the elements of an effective compliance program and the standards laws and regulations impacting each institutional compliance area.
  • Demonstrated professional level organizational facilitation written and oral communication and presentation skills.
  • Strong communication and interpersonal skills that promote a willingness to work collaboratively with all levels of the organization towards common objectives.
  • Ability to work independently work hard and make and communicate decisions promptly and clearly.
  • Training/experience in higher education compliance requirements.
  • Ability to manage sensitive and confidential information with discretion.

Preferred Qualifications

  • Certificate(s) in compliance (CCEP etc.)
  • Ability to design and implement programs/policies useful in ensuring compliance with regulatory requirements.
  • Ability to monitor laws and regulations with possible impact on university processes.
  • The successful candidate knows how to prioritize and meet deadlines multi-task when necessary and always remain adaptable and flexible. The candidate has excellent communication organization and technology skills. Honest decision making tactful conflict resolution and strong analytical skills to interpret policies and develop training materials are crucial qualities.
