DEFINITION



Assessment Technician I
The mission of the Humboldt County Assessors Office is to create equitable timely and accurate property tax assessments to fund public services in accordance with the California Constitution and the laws and regulations of the State of California and the State Board of Equalization. We are committed to integrity mutual respect and teamwork within our office in conjunction with other County departments and in our services to the public.

What Youll Do:
  • Communicate daily with the public over the phone in person or by email.
  • Maintain and update property appraisal records through detailed record keeping.
  • Double-check data entry against original documents.
  • Reexamine written information on property appraisal records for accuracy.
  • Daily use of Excel Adobe Word and online applications.

Under general supervision maintains assessment rolls; maintains and updates property appraisal records and performs research to determine ownership status of real and personal property according to property tax laws; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
Assessment Technician I is the entry level class of the Assessment Technician series. Initially under close supervision incumbents learn County and departmental policies and procedures property tax assessment rules and regulations legal property descriptions and the legal instruments pertaining to property transfers. As experience in gained there is greater independence of action within general guidelines. This class is alternately staffed with Assessment Technician II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Assessment Technician II is the journey level class of this series fully competent to independently perform the full range of complex or specialized assessment duties. Incumbents at this level are expected to perform tasks with minimum supervision and update and maintain accurate appraisal records. This class is distinguished from Supervising Assessment Technician in that the latter is the first full supervisory level in the Assessment Technician support series.

EXAMPLES OF DUTIES

  • Provides factual information to the public over the counter and by telephone regarding titles deeds revenue and taxation code provisions available exemptions legal descriptions and reassessment procedures; communicates with title companies attorneys public agencies and others regarding assigned area of responsibility.
  • Researches deeds office records microfilm and other documents to assist public in tracing title history and verifying and clarifying ownership.
  • Calculates records and verifies timber preserve zone and agricultural zone land values; maintains logs and prepares reports regarding such lands.
  • Maintains and updates property appraisal records for ownership changes splits consolidations subdivision and building permits; maintains records regarding boats and vessels and other properties.
  • Calculates depreciation on business property statements using depreciation tables; verifies appraisal calculations and reviews and corrects statements for accuracy and completeness.
  • Requests boat information from the Department of Motor Vehicles and owners; updates files and notifies owners of valuation for tax purposes.
  • Researches verifies sets up and maintains files regarding business valuations; reviews publications sales tax permits business license applications and other sources to learn of new businesses.
  • Locates parcel numbers property locations and other information on parcel maps; sells assessor maps aerial photos and/or various other maps; receives funds.
  • Processes parcel splits combinations subdivisions building permits property locations and address changes.
  • Prepares the supplemental tax roll processes exemptions and prorates multiple transactions; creates change orders and notifies appropriate parties.
  • Enters varied information into computerized property records; processes changes to tax rolls into a computer data management system.
  • Proofs verifies and balances computer input documents against printouts ensuring accuracy and completeness.
  • Performs general office support work including typing forms and correspondence filing processing bulk mailings and the operation of standard office equipment.

QUALIFICATIONS

Knowledge of:
  • Legal instruments related to the transfer of real property.
  • Basic practices and terminology related to real property appraisal.
  • Basic ordinances and regulations pertaining to real property assessment.
  • Records management practices and procedures including indexing and cross-referencing.
  • Office practices and procedures including the operation of standard office equipment and personal or on-line computers.
  • Correct English usage including grammar spelling and punctuation.
  • Business arithmetic including percentages.
Skill in:
  • Interpreting explaining and applying various types of property transactions of real and personal property.
  • Preparing maintaining and researching a variety of detailed records related to property assessment.
  • Prioritizing work coordinating activities and meeting critical deadlines.
  • Exercising initiative and sound independent judgment within established guidelines.
  • Organizing and maintaining accurate files and records.
  • Making accurate arithmetic calculations.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Assessment Technician I: One year experience providing office support in an assessment office title company or similar property-related setting.

Assessment Technician II: In addition to the above one year of experience at a level equivalent to the Countys class of Assessment Technician I.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

If you are offered employment you will be required to verify your eligibility to work in the United States. DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
