Sets up cost control system monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles sales outlook and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures directing preparation of expenditure projections and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
The candidate will be responsible for conducting monthly VAR review for compliance (all programs) conducting internal surveillance reviews supporting external surveillance reviews and audits assisting in the implementation of corrective action plans coordinating EVMS Training schedule and function as co-facilitator and maintaining earned value metrics.
Other functions include:
Updating EV Command Media (where requred) hosting bi-weekly EVMS IPT providing support for Program IBRs and conducting special studies and ad hoc request.
The candidate must have extensive knowledge in Earned Value and be capable of performing work totally independent. Must possess analytical problem-solving and organizational skills to plan and schedule activities to accomplish objectives. Must be proficient in Excel Access and possess knowledge of SAP. Work is reviewed for soundness of judgment and overall adequacy and accuracy.
Bachelors Degree in Business Management Information Systems (MIS) Industrial Engineering or related field & 5-8 years of relevant experience or a Masters Degree & four (4) years of relevant experience.
