We serve the residents of Hamilton County in more ways than you may realize! As the Financial Manager at Hamilton County you will be responsible for overseeing the fiscal operations of the Stadium and Parking Department. This role ensures compliance with public finance standards supports strategic budgeting and forecasting and fosters collaboration across County offices and external agencies. Through careful financial stewardship and data-driven planning youll help maintain accountability transparency and long-term sustainability for some of the Countys most complex capital and operational programs. Summary of Job Duties: - Reviews and monitors the financial affairs of the Stadium and Parking Department operations; manages and prepares financial analysis and planning of operation; interprets complex financial data within a framework of legal requirements and strategic direction; assists with strategic financial modeling maintains fund revenue receipt disbursement and other accounts; conducts performance audits; provides on-going review analysis of financial control and reporting system (including managing the interaction of capital and operating budgets rate studies (parking) debt issuance and financial planning); coordinates and collaborates with manager the riverfront project executive team the County Debt Manager the Office of Budget and Strategic Initiatives the offices of the County Auditor Treasurer and Prosecutor the Bond Counsel and contract financial advisor in the performance of various functions relating to riverfront development stadia and parking operations; interacts with the City of Cincinnati Finance Department as well as state and federal grant/regulatory agencies as needed; assists in the review of and compliance with debt issuance trust agreements lease agreements master developer agreements and County cooperative agreements; maintains and reviews trustee accounts.
- Prepares annual budget and financial forecasts for all Stadium and Parking including Paycor Stadium Great American Ball Park Parking and Capital Improvement accounts; reviews contracts for renewals for budget purposes; prepares reports concerning financial position in areas of revenue expenses and earnings based on past present and future operations and capital plans; inputs annual budgets for Stadium and Parking in Performance; prepares purchase orders needed for next year; coordinates with Budget Office coordinates financial studies and rate models reviews and evaluates assumptions; advises management on financial impact of implementing changes; recommends internal controls as required by Generally Accepted Accounting Procedure (GAAP); reviews parking projections quarterly and at year end to makes necessary revisions to financial reports and projections; in concert with department of Budget and Strategic Planning and professional sports franchises develops and maintains a multi-year capital improvement plan for riverfront physical assets.
- Reconciles checks and wires; responds to audit requests of expense and revenue transactions; reconciles parking vendor monthly reimbursement reports; applies sales tax to Great American Ball Park and Paycor Stadium capital funds; creates and sends Developer Parking Expense Reimbursement invoice annually and sends monthly tenant invoices; sends Bengals invoice for rent and other invoices for projects annually; calculates tenant rent increase per CPI annually; generates Reds parking reconciliation; pays and records Property taxes; manages all County parking developer expenses and collects all revenue from such; assists in projecting parking space counts and usage; performs annual reconciliations for both professional sports teams parking; notifies Human Resources of any labor distribution changes for the upcoming year.
- Performs attendance audit for Paycor Stadium and Great American Ball Park and reports to Risk Manager; sends SAES16 and SOC 1 Audit from Parking Manager to Auditors office.
- Attends Weekly Banks Meetings Weekly Principals Meeting/Banks Finance Meeting Monthly Joint Opts Task Force Meeting.
- Demonstrates regular and predictable attendance.
Hazardous Working Conditions: - Minimal exposure to environmental hazards; occasional stress related to deadlines and audits; rare off-site meetings requiring travel within the county; prolonged periods of computer use and sitting.
Minimum Qualifications: - Bachelors degree in finance accounting business administration public administration or a closely related field; AND
- two (2) years of professional experience in financial management budgeting accounting or a related discipline including at least one (1) year in a supervisory or lead role responsible for overseeing employees or managing programs; OR
- or equivalent combination of training or experience.
