The Department of Auditor-Controller is responsible for establishing County fiscal and internal control policies and procedures; administering the County payroll; conducting audits and fraud investigations; monitoring social services contracts; performing mandated property tax functions; disbursing warrants to vendors child support recipients judgment and damages to claimants; and managing the Countys enterprise financial and payroll systems eCAPS and eHR. About the Position

This position is an entry-level position within our Internal Auditor professional career track. Internal Auditors assist in conducting audits and are under close supervision of higher-level auditors and are typically placed within the Departments Audit Division Countywide Contract Monitoring Division or Office of County Investigations.

Below are details of the three areas that you may work for:
  1. The Audit Division conducts internal audits of County departments including compliance audits of financial procedures and internal controls management structure and organization program effectiveness and computer system integrity and security.
  2. The Countywide Contract Monitoring Division conducts fiscal and program audits of County contractors and provides other contract monitoring assistance and oversight for County departments.
  3. The Office of County Investigations conducts criminal and administrative investigations of alleged misconduct and fraud by County managers employees contractors and vendors.

Requirements to Qualify:

A Bachelors degree from an accredited college or university with 21 semester units or 32 quarter units of accounting courses including a course in auditing*.

Withhold Information:

If you will meet the Minimum Requirements within 9 months of filing their application you may also apply for this exam and will be invited to take the assessment (please refer to the Our Assessment Process section). If you pass the assessment you will be placed onwithhold status until proof of completion of the Requirements are received and verified by our human resources unit.

The document should show the date the degree was conferred if applicable the units completed per required course and be in English; if it is in a foreign language it must be translated and evaluated for equivalency to U.S. standards. A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to perform the job.

Physical Expectations:

Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

Eligibility and Vacancy information:

Applications will be processed on an as-received basis and those receiving a passing score will be promulgated to the list in the order of their score group for a period of six (6) months. The resulting list will be used to fill vacancies within the Department of Auditor-Controller.

The Department may generate Accountant I and Accountant II sublists from the Internal Auditor/Accountant-Auditor hiring list to fill accounting vacancies with the Department of Auditor-Controller.
