Purpose of Job
The purpose of this job is responsible to serving in an official capacity as Custodian of the County Seal records documents processing of contracts and adherence to ordinances including (but not limited to) Open Records Act (O.C.G.A.to) and Open Meetings Act (O.C.G.A.to). This position also provides administrative/technical expertise that directly supports the Mayor Commission and Manager. Duties and responsibilities include but are not limited to maintaining all official records of Mayor and Commission meetings and related actions; coordinating the preparation of the agenda for Mayor and Commission meetings; recording minutes at Mayor and Commission meetings; performing administrative duties for the office; and performing additional tasks as assigned.

Job Related Requirements
WORK SCHEDULE: Monday - Friday 8:00 am - 5:00 pm; some evenings attendance required at Mayor and Commission meetings
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelors degree in management public administration or a related field with three years of local government administrative experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.

Two years of supervisory experience is required.

Must possess a valid drivers license.

Must be able to obtain Georgia Municipal Clerks certification within 24 months of hire.

Must possess or be able to obtain Notary Public.

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff handles and addresses employee concerns directs work assignments counsels and disciplines employees when necessary and completes employee performance appraisals.

Schedules and attends all Mayor and Commission meetings and work sessions; maintains official minutes and records of related actions.

Drafts and finalizes the agenda for meetings of the Mayor and Commission based on information gathered from the Mayor Manager Attorney department directors and constitutional officers.

Serves with the Mayor Mayor Pro Tem Attorney and Manager as a member of the agenda setting team.

Oversees the preparation of notebooks for meetings of the Mayor and Commission collects reports and other information from the Mayor Manager Attorney department directors and constitutional officers to be included in notebooks.

Provides information regarding agenda deadlines Commission actions adopted ordinances and approved policies and procedures.

Serves as a liaison to the general public regarding actions and adopted policies of the Mayor and Commission and other activities services and functions of the Unified Government.

Composes types and edits Mayor and Commission meeting agendas and minutes.

Coordinates with the Office of the Attorney to prepare and/or obtain necessary ordinances resolutions local legislation and legal opinions for the meetings of the Mayor and Commission.

Maintains custody of the County seal attests the signature of the Mayor and places official seal of the county to signed documents verifies or receives signatures of appropriate personnel for County documents and notarizes when necessary.

Certifies adopted ordinances and resolutions and presents them to the Mayor for approval; notifies the Commission of vetoed ordinances.

Presents ordinances and resolutions to the Mayor for approval; attests adopted ordinances; notifies the Commission of vetoed ordinances.

Attests the signature of the Mayor on deeds contracts and other documents; coordinates their distribution to Unified Government departments.

Oversees the resolution of citizen complaints and work orders; maintains related files and documents.

Performs administrative duties regarding appointments to Unified Government boards commissions and authorities which include maintaining related membership files monitoring the schedule of terms coordinating the advertising and interviewing of candidates for appointment.

Assists the Office of the Attorney with the maintenance of the Unified Government official codebook.

Reviews legislation laws and journal articles relating to open records open meetings and other issues affecting department operations; assists in developing procedures to comply with related laws.

Maintains and affixes the official seal of the Unified Government of Athens-Clarke County Georgia.

Performs general secretarial duties such as answering and forwarding telephone calls; typing correspondence and other materials; assisting the general public and Unified Government employees; preparing and processing purchasing budgeting and personnel records; and copying materials.

Performs other related duties as required.

Knowledge Skills and Abilities
Knowledge of the principles practices procedures operations organization and functions of all Unified Government departments.

Knowledge of legal practices policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of the development and administration of operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of resources for keeping informed of any changes in policy methods operations and budgetary and equipment needs etc. as they pertain to office and personnel operations and activities.

Knowledge of and proficient with computers.

Knowledge of Unified Government laws ordinances policies and procedures and applicable federal and state laws.

Ability to deal effectively with organizational management human relations and technical subjects.

Ability to interact effectively with the public elected officials and staff.

Ability to utilize standard word processing software programs.

Ability to develop and administer policies procedures plans and activities and to monitor the performance of subordinates against measured established goals.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to effectively communicate and interact with subordinates management employees news media members of the general public and all other groups involved in the activities of the Unified Government.

Ability to compose edit and type minutes agendas correspondence reports and other materials.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgement and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to comprehend interpret and apply regulations procedures and related information.

Ability to handle the required mathematical and statistical calculations.

Ability to read understand and interpret personnel and financial reports and related materials.

Ability to operate standard office equipment such as a typewriter telephone copier and calculator.

Ability to operate a computer terminal as well as recording equipment and the timing light in the Commission chamber.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a telephone typewriter computer terminal and printer calculator meeting recorder and timing light. Must be able to use body members to work move or carry objects or materials. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.

Requires the ability to prepare Mayor and Commission agendas and minutes work orders correspondence budgeting purchasing and personnel reports and forms using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to people with poise voice control and confidence.

INTELLIGENCE: Requires the ability to learn and understand basic principles and techniques to acquire and be able to expound on knowledge of topics related to primary occupation and to make independent judgments.

VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including legal terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas to add and subtract totals to multiply and divide to utilize and determine percentages and decimals and to interpret graphs.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with standard office equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using a computer terminal meeting recorder and timing light equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a typewriter telephone computer terminal and other office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency dealing with an irate citizen or facing multiple conflicting deadlines.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
