Metro Transit is one of the countrys largest transit systems employing more than 3200 people and provides rides through an integrated network of buses light rail and commuter trains.

How your work would contribute to our organization and the Twin Cities region:

The Strategic Policy Consultantreports to the Metro Transit Chief of Staff and will work on a range of major policy issues and will support the delivery of initiatives to advance Metro Transits strategic vision and mission. This position will assist the General Manager (GM) and Chief of Staff on a range of topics as they arise and support a specific portfolio of projects and initiatives to address various agency needs and opportunities. Efforts this position could support include Metro Transit Forward the agencys newly developed strategic framework timely policy and legislative priorities and other agency-wide efforts. The Strategic Consultant will focus on project management data and policy analysis business process improvement and increased organizational productivity.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of completed education (in Business Administration Non-Profit Management Public Policy Transportation Planning or related field) and progressive experience in project management planning policy analysis organizational change management or continuous improvement.

What additional skills and experience would be helpful in this job (desired qualifications):

What knowledge skills and abilities you should have within the first six months on the job:
  • Understanding of the policy and intergovernmental environment in which the Council works; and how it interacts with the Councils processes.
  • Knowledge of Council programs policy traditions that support them and the policy context in which they work.
  • Excellent organizational and project management skills; demonstrated ability to manage all phases of complex projects with diverse project teams.
  • Skilled with Microsoft applications like Word Excel with ability to perform policy and data analysis using spreadsheet and database programs.
  • Ability to assemble interpret and visualize data in support of strong decision-making.
  • Ability to understanding data visualization tools to help display and communicate data trends and analysis.
  • Ability to coach managers on how to translate ideas into actionable steps breaking down strategic visions into strategies and deliverables.
  • Ability to lead and facilitate large cross-functional meetings by identifying unique strengths and negotiating common visions.

What your work environment would be:
You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

What steps the recruitment process involves:
  1. We review your minimum qualifications.
  2. We request your Work Record Evaluation (ATU employees only).
  3. We rate your education and experience.
  4. We conduct a structured panel interview.
  5. We conduct a selection panel interview.
  6. Once you have successfully completed the steps above then:
If you arenew to the Metropolitan Council you must pass a drug test (safety sensitive positions only) and a background check which verifies education employment and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction you do not automatically fail. The Metropolitan Council considers felony gross misdemeanor and misdemeanor convictions on a case-by-case basis based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

If you arealready an employee of the Metropolitan Council you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job youre applying for is safety sensitive is a supervisory or management job is in the Finance Information Services Audit or Human Resources departments or has access to financial records files/databases cash vouchers or transit fare cards. A driving record check and/or physical may be conducted if applicable to the position.
