OVERVIEW
Multnomah County the most populous county in Oregon is home to approximately 839455 residents and responsible for providing a wide array of services to our diverse communities in an equitable and inclusive way. At the County we operate to foster safety trust and belonging for our community throughout the work services and programs we provide.
As the Research and Policy Manager you will collaborate with LPSCC Council members and criminal justice leaders to design and deliver data analyses that address pressing questions about the criminal justice system. Your work will help shape policy development and improve system outcomes to support public your first year this will include youth gun violence prevention study. This role is ideal for someone with strong analytical experience an ability to lead cross-system teams and a passion for turning complex data and policy insights into actionable opportunities for change. Major job responsibilities include:
Research and Data Analysis
Refines and operationalizes research questions; develops research and evaluation methodologies develops data analysis plans; develops surveys forms and administrative data tracking systems
Collect compile extract and organize complex information and data from multiple systems to develop criminal justice data analyses reports dashboards and visualizations to be disseminated and used throughout the criminal legal system
Analyze and summarize data to inform policy development and implementation
Policy Analysis and Implementation Management
Conduct research into best practices in public safety and draft memos and issue briefs for stakeholders project teams and elected officials. Prepare talking points and presentations as requested.
Support project implementation including: prioritizing assigning and tracking action items and deliverables information sharing reviewing deliverables and data output against quality standards; managing workflow and resolving problems.
Stakeholder Communication and Coordination
Serve as the primary contact for data-related needs for LPSCC
Make policy practice and operational recommendations to the LPSCC Co-Chairs and Council based on evaluation and research
Present findings to internal and external stakeholders
The successful candidate possesses knowledge of complex data analysis case management system navigation data visualization tools project management and understands the role of community in local government policy development and has the ability to exercise tact and diplomacy in working with a variety of constituencies including the public County staff and County leaders on sensitive and complex issues.

Minimum Qualifications/Transferable Skills*:
Bachelors Degree in criminal justice quality assurance social science research program evaluation psychology social work advanced statistics or a related field;
Three (3) years of experience in any of the following: program administration applied research data analysis program evaluation policy development or a related field;
Proficiency in dashboard development/data visualization data modeling navigating and querying relational databases creating data presentations for audiences of varying data literacy
Knowledge of the criminal legal system in Multnomah County
Effective communication skills including public speaking and facilitation experience.
A valid drivers license.
Pass criminal records and professional reference checks.

Masters Degree or PhD in criminal justice quality assurance social science research program evaluation psychology social work advanced statistics or a related field;
Five (5) years of experience in any of the following: program administration applied research data analysis program evaluation policy development or a related field;
Demonstrated experience in leading multi-agency data/research projects

Type of Position:
This is a 1.00 FTE salaried position and it is not eligible for overtime.
This position is classified as a Staff Assistant and is an Executive/Unclassified position and serves at the pleasure of the Elected Official and may be subject to discharge at any time.
There may be some flexibility with start and end times.
Occasional evenings and weekends will be required.
Work Location:
This position will be routine telework.
The onsite work location is at the Multnomah Building 501 SE Hawthorne Blvd Portland OR 97214.
Due to legal and administrative complexities the County will not allow international or out-of-state teleworking beyond neighboring counties in the State of Oregon and Washington.
