SUMMARY

The Housing Asset Project Manager is a key member of the Housing & Neighborhood Services Departments Housing Services Asset Management Team. Responsible for servicing a multimillion-dollar portfolio of affordable housing investments. Serves as a primary contact for both property managers and developers who own or manage properties in the Citys portfolio.

Ideal candidates have excellent customer service skills and extensive knowledge and experience in asset management finance and federal housing compliance.

Major Duties and Responsibilities:

  • Performs multifamily compliance monitoring and certification including construction and lease up compliance in-service compliance annual inspections audits and monitoring visits
  • Ensures ongoing compliance with all federal state and local requirements outlined in all loan documents and agreements including affordability terms tenant income requirements rent limits fair housing and accessibility requirements.
  • Leads and documents compliance investigations related to possible violations of program requirements including unauthorized rent increases unit ineligibility and unresolved housing quality standards.
  • Provides servicing and account maintenance on nonperforming or noncompliant multifamily assets by working directly with owners to resolve performance issues and bring properties back into compliance.
  • Coordinates with the Citys legal and finance staff to assess violations and initiate corrective action plans enforcement letters or escalation to HUD if required.
  • Assist with servicing housing rehabilitation loans and House Charlotte customers. This includes providing in-person and phone-based customer service developing payoff statements and managing collection accounts
  • Tracks assets in foreclosure or bankruptcy and updates asset statuses in loan management software

Knowledge Skills & Abilities:

  • Understanding of asset management principles and compliance monitoring
  • Knowledge of loan servicing and underwriting fundamentals
  • Excellent customer service approach with strong interpersonal skills
  • Ability to analyze documentation and draw sound conclusions
  • Effective communicator both verbal written
  • Strong organizational planning and time management skills
  • A self-starter able to work well in a team-based environment under limited supervision with effective interpersonal skills and a high energy
  • Proficient in Microsoft Office Suite
  • Must have valid drivers license and the ability to obtain City driving Authorization

Preferred Qualifications:

  • Demonstrated experience in asset management housing finance and federal housing related compliance
  • Proficiency in OnBase or similar document management software used for housing compliance and loan recordkeeping
  • Comprehensive customer service experience with a focus on relationship management responsiveness and problem-solving
  • Experience working in a compliance related field particularly within housing programs
  • Asset management or finance related education or certifications

Minimum Qualifications:

Requires a bachelors degree an associate degree and one year of relevant work experience or a high school diploma or equivalent and three years of relevant work experience.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
