Job Description

JOB DIMENSIONS

  • To assist and support the Commissioning Site Head in supervising the WHP EPCIC 11 Contractors activities linked to the Construction Pre-Commissioning and Commissioning of the new 9 (nine) Satellite Well Head Platforms (WHP) integrated and linked to Riser Platform in both preparation and execution phases at QMW in Qingdao Eastern China for Onshore and at ALS Field for Offshore.

The Commissioning Coordinator will report directly to the Commissioning Site Head and is in charge:

  • Adhere to and effectively communicate Project HSE WORKSITE(S) instructions and policies.

  • Proactively intervene where HSE deficiencies are identified and report them to HSE department.

  • Ensure compliance with safety quality and environmental standards during commissioning.

  • Responsible for maintaining the plan coordinating and overseeing the commissioning activities of systems and equipment to ensure they meet project specifications and operational requirements.

  • To coordinate with Pre-commissioning Coordinator and all discipline commissioning leaders for plan and target achievement.

  • To review the commissioning preparation by the contractor such as but not limited to: ICAPS data base Population procedures OTPs preparation and Dossier preparation.

  • To supervise the commissioning preparation and the execution at the fabrication sites offshore at Al-Shaheen field in order to deliver an installation to CPY as ready for operation on schedule.

  • To follow the good completion of RFC AOC and TOM dossiers.

  • To follow correctly the management of Punch list system by given to Contractor priorities according the commissioning sequences.

  • To provide reports to Management as required and requested.

  • To ensure that PTW system is done as PTW commissioning procedure requirements.

  • To ensure a progress efficiency to keep on schedule.

  • To assess satisfactory works responsibilities and job function in a safe and timely manner.

  • To ensure good handover to Operation team during Offshore phase.


ACTIVITIES

EPCIC COMMISSIONING PREPARATION PHASE

  • Promote safety within the commissioning activities and verifies that safety procedures are implemented and followed by CONTRACTOR and COMPANY.
  • Ensure proper implementation of all commissioning disciplines requirement according to the CONTRACT.

  • Review the preparation of commissioning procedures and reporting tools prepared by contractors.

  • Work with discipline commissioning lead for commissioning strategy commissioning sequence and planning.

  • Work with Construction and HU team for preparation for commissioning sequence and strategy.

  • Follow the resources required (personnel tools)

  • Coordinate with other project entities / disciplines / existing facilities.

  • Ensure that the lists of commissioning deliverables are fully comprehensive including operational test procedures and contract requirement.

  • Ensure vendor assistance planning for Onshore and offshore commissioning activities.

  • Ensure that Prior TOM preservation and prior first oil preservation procedures are fully comprehensive and well applied.
  • Ensure that the commissioning spare parts consumable equipment special tools etc. are sufficient and available in time.


EPCIC COMMISSIONING EXECUTION PHASE

  • Maintain execution commissioning activities and progress as per correct sequence to achieve commissioning schedule completion target and project milestone.
  • Coordinate pre-commissioning and commissioning activities across disciplines.
  • Maintain accurate records of commissioning activities and provide regular status updates to commissioning site head.
  • Facilitate communication between contractors vendors interfacing and internal teams during commissioning phases and handover process to Operation team.
  • Follow the contractors commissioning activities using the OPERCOM Methodology and ICAPS (Integrated Commissioning And Progress System) software.
  • Supervise the reporting of commissioning execution to ensure that all technical contractual information are properly recorded collected and available for inspection/reference as required by law regulations and COMPANY policies.
  • Control and follow-up on red line mark-up drawings.
  • Control and follow-up on VENDORS commissioning scope of work activities such as: SAT OTPs documents update Closing of Punch list reporting.
  • Support training and handover activities to operations and maintenance teams.

QUALIFICATION & EXPERIENCE REQUIRED

  • Bachelors degree in Engineering or related with oil and gas industry (or equivalent experience)
  • Experience: At least 15 years experience in the offshore oil & gas industry with minimum 10 years experience in a lead Commissioning role
  • Proven track record of leadership and problem resolution
  • Strong understanding of mechanical electrical and control systems
  • Excellent organizational and communication skills
  • Proficiency in project management tools and commissioning software
  • Ability to work in a fast-paced multi-disciplinary environment
  • Available for technical missions worldwide
  • Experienced with NOC Standards (#Total General Specifications) OPERCOM and ICAPS DCC and relevant codes and standards
  • Language: Fluent English
  • Computer literate
  • Ability to work on projects in a complex and multicultural environment
  • H2S OPITO and T-BOSIET trainings
