BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the worlds largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable particularly women and children are able to meet their food and other essential needs.
To reach people in need WFP and partners often need to register verify and enrol people into assistance programmes. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. WFP needs assurance that the right people are selected for assistance and receive the entitlements. Therefore WFP country offices need the capabilities to securely collect information verify beneficiaries and manage the enrolment and delivery processes in line with corporate standards and best practices.
The Delivery Systems Services (DSS) within the Delivery Assurance Service within Supply Chain and Delivery division in HQ has been tasked with leading on WFPs corporate systems and services for identity management for WFPs in-kind and CBT programmes. DSS intends to support WFP Country Offices and partners to perform secure timely and effective registrations verifications enrolments and delivery of entitlements. In some cases the support to Country Offices and partners will be done through a service-model with clearly defined and agreed deliverables transparent costs and overall excellent service provision.
DAS is therefore recruiting a Business Analyst to review business processes capabilities and requirements and feed into the development of corporate systems and the running of business services for CBT and in-kind programmes.
Job Purpose:
Develop and document business requirements in close collaboration with field and operational staff. Perform high-level country office assessments and business process mapping to identify current gaps and needs. Feed into the prioritisation and development of features in corporate solutions in collaboration with relevant stakeholders. Perform user acceptance testing of corporate solutions to ensure that they meet business needs. Ensure overall excellent service provision end-user and client satisfaction (COs and beneficiaries). Maintain an updated stocktaking of corporate needs and capabilities and gaps related to registration verification enrolments and the delivery of CBT and in- kind assistance and explore new use cases and technologies that add value to WFPs operations.
RESPONSIBILITIES:
high-level business requirements and designs of business processes for registrationverification enrolments and assistance delivery following a Human-Centered Design (HCD)approach.
closely with WFPs subject matter experts country teams and technical teams toprioritise change requests and new features in corporate solutions (including SCOPE).
product demos answer general service questions and actively engage withinterested Country Offices and relevant stakeholders.
COs with the design and setup of digital roadmaps for operational systems and helptroubleshoot any issues during the rollout of corporate solutions and services.
end-user testing to ensure solution consistency and excellent user experience.
an updated stocktaking of corporate capabilities and gaps related to registrationverification and enrolments.
new approaches and innovations for running the business.
on mission provide field support and deliver trainings as needed.
DELIVERABLES:
By the end of the contract the resource will have:
proficiency in drafting business requirements and designs of business processesfor registration verification enrolments and assistance delivery.
product roadmaps for key operational systems (including SCOPE).
COs with the design and setup of digital roadmaps for operational systems.
current business capabilities and gaps.
new or enhanced approaches to doing business (as needed).
on mission if required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree or Advanced University Degree in international relations political
or economic science business administration computer and information systems or other relevant academic areas.
Experience:
At least 5 years of relevant progressive work experience in humanitarian or private sector. Experience with designing and implementing humanitarian in-kind or cash programmes is valued.
Knowledge & Skills:
Microsoft Office data collection tools ETL/ELT tools database technologies field applications and project management methodologies are relevant. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Knowledge of the Agile SCRUM methodology is desirable.
Languages:
Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of
WFPs working languages) is desirable.
