Main Responsibilities
Coordination and Management
- Oversee and manage diverse teams providing strategic guidance mentoring and performance monitoring.
- Lead the coordination and development of frameworks and measurement tools for international indicators relevant to thematic priorities in the areas of justice gender youth inclusion policy coherence and public governance in MENA and Africa.
- Oversee mapping and analysis of existing measurement monitoring and reporting efforts collaborating with key international partners in the key focus areas.
- Contribute to the development of analytical frameworks and methodological approaches across thematic areas.
- Manage data collection processes from member and partner countries ensuring quality and relevance of action and policy indicators.
Drafting Policy Recommendations and Project Management
- Lead the development of comprehensive reports incorporating partner contributions data analysis trends identification and targeted policy recommendations.
- Draft and refine guidance and policy recommendations to support member and partner countries in advancing thematic priorities (e.g. justice system investments gender equality initiatives or policy coherence strategies).
- Oversee the preparation of in-depth country reports and thematic analysis papers to strengthen the case for targeted reforms.
- Manage multi-country projects including assessments indicator development and capacity-building activities ensuring timely delivery and alignment with objectives.
- Mobilise resources to support programme activities including identifying funding opportunities building donor relationships and preparing funding proposals.
Liaison and Representation
- Develop and maintain high-level contacts with officials in national administrations civil society and other international organisations working across related sectors.
- Represent the organisation at meetings conferences and dialogues related to thematic areas such as justice governance gender youth and age-based policies.
- Foster partnerships and coordinate with stakeholders to promote program objectives and resource mobilisation efforts.
- Develop and maintain partnerships in the MENA-OECD Governance Programme and the Africa Governance Platform.
Qualifications :
Ideal Candidate Profile
Academic background
- Advanced degree in public policy public administration law economics or related fields.
Professional background
- At least eight years of experience in justice systems and inclusion processes and policies in particular in the context of the MENA Governance Programme.
- Demonstrated experience in international collaboration.
- Proven ability in project management data analysis and policy recommendation formulation in the key focus areas.
- Experience in supervising and leading teams in a multicultural setting.
- Experience in budget and financial planning and implementation.
- Experience in stakeholder and donor management in the key focus areas.
- Proven experience in managing complex and diverse programmes.
Core competencies

Languages

Contract Duration
- This vacancy will be used to fill multiple positions.
- The appointment type (fixed term or open ended) will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
- Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Salary Information
- This position is graded PAL8.
- Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant.
Selection process
For retained candidates written tests and/or video-recorded interviews are foreseen in September 2025 followed by panel interviews in November 2025.
