Job Description

Job Summary

Under the general supervision of the Associate Vice President of Financial Management and in accordance with all applicable state laws and Trustees and University policies this position is responsible for the review and approval of all contract activities for the university and its auxiliary organizations. The incumbent will be responsible for the oversight of RFP contracts from initiation through completion and acts as an agent of the university for campus clients and third-party vendors during the contract negotiation process for the purposes of mitigating liabilities to the university and its auxiliary organizations.

Key Responsibilities

  • Contract Administration - Working independently and in accordance with applicable state law Trustees and University Policy the incumbent is responsible for the review and approval of all contract activities for the university and its auxiliary organizations.
  • Administration of RFP contracts from initiation through completion. Provides direction and guidance to buyers who will be handling RFP processing and other activities.
  • Review client generated contracts for accuracy and completeness including but not limited to State federal private industry and nonprofit agreements utilizing clauses and forms as appropriate for each.
  • Reviews develops and finalizes Student Affiliation and Intern Agreements Teaching Agreements and other off-campus experience-based learning agreements.
  • Maintain physical and electronic contract files and records for auditing and internal control purposes. Maintain administrative monitoring of contracts for compliance and potential changes to scope schedule and payment terms. Report findings and recommend actions.

Knowledge Skills and Abilities

The candidate possesses a strong ability to determine facts and communicate authoritatively with in-depth knowledge of the California State Contracting Manual Federal Acquisition Regulations and Federal Office of Management and Budget (OMB) Circulars. They have demonstrated expertise in negotiating complex contract terms to minimize risk and liability for the campus while independently developing accurate final contract documents and proactively resolving issues. Skilled in preparing management reports to track contract negotiations and update stakeholders they are proficient in automated purchasing environments and adept at using MS Word Excel Access PowerPoint and various LAN-based applications. The candidate is experienced in utilizing the PeopleSoft Purchasing System for database maintenance requisition processing and purchase order management. They are capable of managing a high volume of contracts with precision and efficiency maintaining both physical and electronic records for audit and compliance purposes. Their experience includes handling change orders contract amendments and evaluating responses to Requests for Proposals. With excellent business math organizational and communication skills they effectively collaborate with university staff contractors and clients. Additionally they are able to travel to represent the university at professional events and consistently exercise sound independent judgment in all aspects of contract administration.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies procedures and guidelines including but not limited to safety civility information security and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student and assist in achieving the universitys commitment to a vision of excellence.

Education and Experience

A bachelors degree in a related field and five years of contract administration experience for the purposes of mitigating liability required. Juris Doctorate strongly preferred.

  • Sedentary work - Involves mainly sitting. Walking and standing are minimal. Lifting is limited to lightweight objects. (10 pounds or less).

Hiring Range: The hiring range for this position is $7589 - $10417 per month commensurate with candidates education experience skills and training.

CSU MPP Compensation Summary Range: The MPP Comp Summary Range for this position is $7589 - $11384 per month.

Salary placement is determined by the education experience and qualifications the candidate brings to the position internal equity and the hiring departments fiscal resources.
