Position Overview:RTI is hiring a Community-Based Services Director to lead and manage several of our key community-based programs. This includes oversight of Community Individualized Home Supports (IHS) 24-Hour Emergency Assistance Housing Stabilization Services (HSS) Positive Support Services (PSS) and grant-funded initiatives. The Director ensures that all services are compliant person-centered and aligned with RTIs mission. This is a high-impact leadership position with responsibility for team supervision risk mitigation compliance and continuous program development. Role Responsibilities:- Community Services Oversight
Ensure personalized goal-driven plans for individuals receiving services Monitor service quality documentation and compliance with internal and external requirements Lead proactive adjustments to crisis and support plans Manage incident documentation and safety interventions Guide service enrollment processes and maintain responsiveness to policy changes Contribute to new service development and strategic initiatives
- Supervision of Program Leadership
Lead recruitment and development of Program Directors Support professional growth through coaching evaluation and performance feedback Oversee onboarding training and staffing structures Conduct regular 1:1s with direct reports and ensure evaluations are completed Provide leadership coverage in the absence of site or program management
- Compliance and Licensing
Serve as Designated Manager per MN Statute 245D.081 Ensure documentation compliance for IAPPs CSSP Addendums SMAs housing plans and service methods Monitor staff training licensing standards and documentation timelines Adhere to HIPAA Medicaid guidelines and RTIs internal policies
- Administrative Operations
Oversee staff scheduling client appointment follow-through and service utilization Ensure on-call coverage and service authorization processes are maintained Monitor daily attendance records for 24-Hour Emergency Assistance services

Required Qualifications and Experience: - A baccalaureate degree in a field related to human services and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; or
- An associate degree in a field related to human services and two years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; or
- A diploma in a field related to human services from an accredited postsecondary institution and three years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; or
- A minimum of 50 hours of education and training related to human services and disabilities; and
- Four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older under the supervision of a staff person who holds either:
- A baccalaureate degree in a field related to human services and one year of qualifying experience; or
- A diploma in a field related to human services from an accredited postsecondary institution and three years of qualifying experience
- Willingness to travel within the Metro Area for applicable mileage reimbursements with a current drivers license clean record and personal vehicle with insurance; and able to transport clients in that vehicle.
- A valid Drivers License reliable vehicle satisfactory driving record and auto insurance are required
- Have a working knowledge of person-centered planning harm reduction and the needs of individuals with SPMI/CD.
- Must not be actively receiving services from Residential Transitions Inc. and must not have received services within the last two years.
Preferred Qualifications: - Masters degree in Human Services
- 3 or more years in a management or administrative role
- Experience leading licensed disability services or community support programs
