Location: Fernwood Neighbourhood House Victoria BC
Salary: $60000$65000 annually

Fernwood Neighbourhood House (FNH) is a vibrant multi-service organization working on the unceded lkn (Lekwungen) lands in Victoria BC. Were dedicated to fostering an inclusive resilient and connected community by providing a wide range of programs for all ages from childcare and family support to food security initiatives intergenerational programs and community events that celebrate our diverse neighborhood. Position Overview


We are seeking a dynamic compassionate and experienced HR Manager who brings a strong equity lens to human resources practices. In this role youll lead all HR generalist functionsincluding recruitment onboarding performance management payroll and benefitsand play a critical role in maintaining respectful and collaborative relationships with our union partners. Youll help ensure our internal systems and policies reflect our commitment to social justice community accountability and the well-being of our staff.


Key Responsibilities

HR Operations & Administration

  • Lead end-to-end HR functions including recruitment onboarding performance development and offboarding.

  • Administer payroll (bi-weekly) and benefits using HR/payroll platforms.

  • Maintain accurate HR records contracts and personnel files.

  • Support compliance with employment standards WorksafeBC and CRA regulations

Labour Relations & Union Communication

  • Act as the primary HR liaison for our unionized staff

  • Support clear respectful communication between management and the union.

  • Assist with grievance procedures and contract interpretation.

  • Prepare HR documentation related to collective agreements and bargaining.

Decolonization Justice and Belonging

  • Embed EDI principles into hiring retention and organizational policies.

  • Champion inclusive practices that reflect and celebrate the diversity of our workforce.

  • Identify opportunities to reduce bias and increase belonging across all HR systems.

  • Support staff learning and wellness initiatives through an anti-oppressive lens.

  • Lead the development and implementation of HR initiative that center social justice decolonization and inclusion ensuring they reflect the needs and voices of diverse workplace.

  • Foster an organizational culture of belonging by embedding anti-oppressive practices in HR policies management advisories and HR practices.

  • Advocate for systemic change by building relationships with employees and management.

  • Champion continuous learning and accountability by integrating employee and management feedback and emerging best practices into HR design and leadership decisions.

Culture & Collaboration

  • Work closely with directors and managers to support a positive healthy workplace culture.

  • Contribute to organizational initiatives that reflect our values of care justice and collaboration.

  • Act as a thought partner in aligning people practices with our mission and community impact.


Qualifications

  • 24 years of experience in a human resources generalist or coordinator role

  • Strong understanding of EDI and decolonization principles and commitment to social justice in the workplace

  • Experience with payroll administration and HRIS/payroll software (e.g. Rise ADP or equivalent)

  • Familiarity with labour relations and/or experience working with unionized environments.

  • Strong communication organizational and problem-solving skills

  • Ability to maintain confidentiality and manage sensitive information with care.

  • CPHR designation or in progress is an asset but not required.


Compensation & Benefits

  • Annual salary of $60000$65000 based on experience.

Unionized Workplace

Please note that Fernwood Neighbourhood House is a unionized workplace. However this is a management-level position and is excluded from the BC General Employees Union (BCGEU). We are currently negotiating our first collective agreement. We are committed to fair and competitive compensation and the compensation package for this role reflects the current Manager wage range and benefits with adjustments anticipated following the establishment of the collective agreement.
