Salary Range: $6107.18 - $8811.00 per month

SUMMARY

The Assistant Staff Analyst is responsible for assisting the court team leads in supporting the pre-release and court-based work for ODRs criminal court diversion programs for the Los Angeles County Department of Health Services Office of Diversion and Reentry (ODR). ODRs criminal court diversion programs include ODR Housing and Maternal Health. The ODR Housing program is a permanent supportive housing program serving individuals who are homeless have a serious mental health disorder and are diverted into services after being incarcerated in the Los Angeles County Jail. Clients in the ODR Housing program are referred to interim housing and assigned an Intensive Case Management Services (ICMS) providerwho works with the client as they transition from custody to community and on to permanent supportive housing.

This role will legally and clinically screen potential program participants to determine program eligibility and submit written affidavits to the court to advocate for mental health diversion. The Assistant Staff Analyst will be present at one or more of the three ODR criminal court hubs (LAX Courthouse Clara Shortridge Foltz Criminal Court Center and Los Angeles Superior Court in Van Nuys) to meet with clients in court lock-up and assist with assessment represent ODR in engagement with the court and justice partners and provide recommendations for support post release. Additionally the Assistant Staff Analyst will be present in court on progress report days to provide consultation and support to clients and their community-based case managers in support of the clients treatment plan.

Currently ODR has a hybrid work schedule with a combination of workdays in the office in the field and remote. This may change at discretion of DHS.

ESSENTIAL FUNCTIONS of the Assistant Staff Analyst include but are not limited to:

  • Partner with the ODR Court hub team lead (HPA II) to assist with all aspects of the pre-release diversion process for the ODR Housing program.
  • Assess program candidates received via referrals from attorneys. Verify clinical and legal eligibility via review of health and legal records or client assessment.
  • Conduct jail in-reach as necessary to engage potential clients provide orientation to the program or further assess eligibility.
  • Meet with program candidates in court lock-up accompanied by a sheriff deputy; to conduct client interviews and mental health and/or substance use assessments.
  • Document clinical summaries of potential program candidates to support court advocacy.
  • Assist in the implementation of policies and procedures set programmatic benchmarks and collect and analyze outcomes data.
  • Participate and engage with Justice Partners working within the Criminal Court Diversion population including those working in the court jail and community.
  • Coordinate referral and screening of candidates for the ODR Housing program.
  • Work with justice partners to submit affidavits recommending candidates to be calendared for diversion suitability hearings.
  • Act as a liaison to Justice partners working within the criminal court diversion population including those working in the court jail and community.
  • In collaboration with ODR Physicians join ODRs in-court advocacy for and treatment of ODR candidates and clients including being present as needed in the court.
  • Review court documentation including progress reports AWOL reports and other court documentation.
  • Assist in preparing project reports including referral tracking candidate screening results and court outcomes.
  • Confers with administrators and with representatives of other jurisdictions and agencies to discuss new and ongoing programs and to exchange
  • Coordinates and collaborates with all project partners (e.g. Office of Diversion and Re-Entry participating departments contracted agencies stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.

JOB QUALIFICATIONS

Three years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization program procedure budget or personnel - OR -Two years of highly responsible administrative or staff experience - OR - One year of responsible staff experience in health care or community or social service operations - OR - Working in a program that provides housing and support services to clients who are homeless or are at risk for homelessness; - OR - Making recommendations for the design and/or implementation or evaluation of programs related to health and human services for high-risk populations (e.g. homeless justice-involved mentally ill substance use disorder or medically complex).

Education/Experience

Masters degree in Social Work (MSW) Marriage and Family Therapy (MFT) Clinical Counseling (LPCC) Clinical Psychology or similar preferred.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successfully clear the Live Scan process through Los Angeles County.
  • Successfully clear the Live Scan process through Los Angeles County Sherriffs Department.
  • Successfully obtain a Health Clearance through Los Angeles County.

Other Skills Knowledge and Abilities

  • Bilingual Spanish strongly preferred but not mandatory
  • Proficient skill set in using an array of Microsoft Office Suite software programs such as Word Excel PowerPoint Access Adobe Reader One Note Outlook Publisher Teams Outlook etc.
  • Able to multi-task and set workload priorities for time sensitive projects/tasks.
  • Ability to problem solve and make recommendations to processes policies etc.
  • Able to communicate with all levels of personnel e.g. written verbal in a professional and concise/clear manner; ability to work within a project team and/or independently.
  • Able to work in a very diverse environment and with diverse individuals.
  • Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
