Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $114930.00-$132170.00

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The New York City Administration for Childrens Services of Office of Information Technology (OIT) department has the responsibility to provide high quality reliable sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies. The Business Solutions Unit provides project management services gathers systems requirements performs system testing to build systems that meet our customers needs and supports their operations. In addition it provides IT Project Management and Application Development services to define and deliver IT solutions that meet the specific needs of all ACS divisions. This unit collaborates with staff across the agency to provide solutions support and guidance to all ACS divisions. The unit comprises of Project Management Office Business Analysis Application Development and Quality Assurance Testing.

The Microservice Developer will be responsible for the full lifecycle development and maintenance of critical microservices with a specific focus on supporting and enhancing the MyCity mayoral initiative and its integration with the ACS RACL system responsible for $800M in childcare subsidies and impacting 150000 families. This role demands a high degree of independent judgment and technical expertise.

The selected candidate will be responsible for performing the following duties but not limited to:

- Design develop and deploy scalable microservices and front-end applications using Angular Spring Boot APIs and MS SQL Server specifically tailored to the MyCity portal and its interaction with the ACS RACL system

- Create and maintain comprehensive technical documentation including design documents API specifications and testing protocols with a focus on MyCity and ACS RACL system functionality.

- Perform rigorous unit and integration testing to ensure code quality and system stability within the MyCity and ACS RACL system environment.

- Collaborate with city and ACS stakeholders to provide technical guidance to ensure solutions align with mayoral and ACS business objectives regarding childcare voucher eligibility and service centralization.

- Lead architectural improvements and contribute to the evolution of the MyCity and ACS RACL system technology stack.

- Proactively research and implement new technologies and best practices to maintain a competitive edge and ensure the MyCity and ACS RACL system remains up to date.

- Provide technical support and troubleshooting for existing MyCity and ACS RACL system microservice architectures addressing bugs enhancements and required business changes.

Qualifications :

Professional/vendor certification(s) in computer applications programming that is required for the position to be filled. In addition all candidates must have the following:
1. A baccalaureate degree from an accredited college and two years of satisfactory full-time (not classroom based) experience in computer applications development planning design configuration installation troubleshooting integration performance monitoring maintenance enhancement and security management; or
2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience of which at least 2 years must have been as described in 1 above; or
3. A masters degree in computer science or a related field from an accredited college may substitute for one year of experience. However all candidates must have at least one year of satisfactory full-time (not classroom based) information technology experience as described in 1 above.
