The Infill Infrastructure Fund Coordinator position sits within the Urban Growth Unit and reports to the Senior Engineer Growth Planning. This position is responsible for supporting the delivery of the Infill Infrastructure Fund (IIF). The IIF enables the distribution of funding for eligible off-site infrastructure improvements required by multi-unit housing developments (both market and affordable housing). The Fund Coordinator will guide application intake processing and communication with applicants. The IIF contributes to The City Plans Big City Moves particularly Rebuildable City and Inclusive and Compassionate.
Strong communication and organization skills a customer service-orientation the ability to work effectively with a diverse group of sophisticated and well-informed internal and external stakeholders (land developers and builders engineering consultants and the Citys planning engineering finance and department strategy teams) and the ability to coordinate several projects at one time are critical to being successful in the position. In addition an excellent understanding of the Citys land development processes especially in an infill setting is required to effectively administer the IIF. The successful applicant will be required to explain funding decisions that will have significant impacts on project feasibility to developers and builders.
What will you do
- Act as the primary point of contact and resource for interested parties seeking funding from the Infill Infrastructure Fund
- Provide detailed guidance and assistance to applicants throughout the application process ensuring clarity on eligibility criteria documentation requirements and submission deadlines and help applicants navigate the fund process and requirements
- Offer a customer service oriented mindset and proactive support to applicants while protecting the Citys interests regarding appropriate use of funding. This may include the use of conflict resolution techniques
- Execute project check-ins proactively with applicants accepted into the IIF (prior to milestones being reached) answer inquiries address concerns and provide technical assistance related to fund guidelines and project feasibility throughout the duration of the project
- Execute the intake and review process of funding applications enabling completeness accuracy and adherence to fund requirements
- Coordinate with internal review teams including EPCOR to facilitate timely and thorough evaluation of applications
- Communicate application status updates and feedback internally and externally fostering transparency and trust in the funding process
- Apply strategic acumen and strong knowledge of City land development to refine processes and procedures within the IIF to improve program delivery and customer experience
- Find creative solutions to challenges applicants may face in meeting the milestones required by the IIF
- Bachelors degree in planning engineering or a related field or a bachelors degree in business or public administration
- A minimum of 5 years of progressively responsible experience in strategic and operational business planning and program delivery project coordination and stakeholder engagement which includes at least 2 years of experience related to land development processes and public infrastructure planning in an infill setting
Assets:
- Professional accreditation or eligibility for accreditation in APPI APEGA or another related profession would be considered an asset
- Certification or training in project management financial management and/or change management
- Experience leading and managing projects in the public sector
Skills required for success:
- Strong understanding of urban planning principles
- Experience applying knowledge of the land development processes in Edmonton
- Knowledge of infill development transit-oriented development affordable housing development and growth management strategies
- Extensive experience in project implementation and coordination
- Excellent organizational skills and ability to prioritize tasks and meet tight deadlines
- Experience providing financial oversight within a funding program context
- Strong attention to detail
- Knowledge and experience in project management
- Demonstrated ability to develop and optimize tracking and reporting system
- Demonstrated ability to be proactive in obtaining necessary information
- Advanced written and verbal communication skills including demonstrated skills in communicating complex concepts to a wide range of audiences
- Demonstrated high level of political acumen
- Experience in stakeholder management and conflict resolution techniques
- Experience and demonstrated excellence in customer service
- Ability to establish and maintain effective relationships with all levels of City personnel and external stakeholders including developers builders and EPCOR
- Proficiency in data collection analysis and reporting techniques
- Understanding of metrics and indicators used to track program performance
- Advanced working experience of Google Sheets
- Extensive working experience with remainder of the Google Workspace (Gmail Docs Drive Forms Slides etc)

Work Environment
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Up to 1 Temporary Full-time position for up to 26 months
Hours of Work: 33.75 hours per week
Salary: $48.767 - $61.623 (Hourly); $85915.26 - $108564.32 (Annually)
Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 will be forthcoming shortly.
