  • GENERAL SUMMARY

    This positions responsibilities are to supervise the transportation maintenance program for the district including directing mechanics implementing maintenance schedules determining priorities of work orders purchasing parts and ensuring the safe and cost-effective operating conditions of school buses and district vehicles.

    ESSENTIAL FUNCTIONS
    1. Manages the district transportation maintenance program to ensure the safe transportation of students and staff in district vehicles.
    2. Directs mechanics evaluates trains coaches motivates and problem-solves with transportation administration and other department staff; assigns and reviews work promotes harmonious work atmosphere with shop staff drivers transportation office staff to produce quality vehicle operation and maintenance.
    3. Provides a variety of maintenance support to bus drivers; listens to drivers concerns; schedules maintenance and repairs in cooperation with driving schedules and transportation needs; stresses safety and maintains preventative maintenance program with bus and other vehicle drivers.
    4. Manages selection of vendors; reviews and manages orders and purchases; ensures maintenance of cost-effective and efficient stock levels. Maintain an inventory control system for parts materials supplies and equipment.
    5. Trains guides and supports mechanics in the diagnostic and troubleshooting of various mechanical electrical hydraulic and electronic problems that may be experienced. May perform journey-level work as a member of the mechanic team.
    6. Schedules vehicles for lubrication and preventative maintenance; ensures that all buses are on regular maintenance schedules.
    7. Determines priorities for work coming to the transportation shop; determines appropriate scope of repairs as necessary and completes work orders.
    8. Assigns work to shop staff; balances staff specialization and cross-training needs for effectiveness as appropriate.
    9. Coordinates with transportation office staff for buses needed to transport students.
    10. Coordinates with other departments on equipment repair to provide safe district learning and working environments.
    11. Maintains manuals reference materials and other information concerning bus and vehicle parts and repairs.
    12. Develops specifications for fuel engines and parts; works with the Assistant Director to research recommend and purchase new equipment or costly parts.
    13. Monitors appropriate fuel usage and storage; implements improvements and corrections as necessary.
    14. Implements and monitors shop safety and practices; trains staff as necessary.
    15. Disposes of environmentally hazardous materials as needed.
    16. Process parts and supply requisitions from mechanics; process mechanics work orders; review all work orders processed for accuracy.
    17. Conducts transportation parts and fuel audits; maintains account and budget records as assigned; verifies accuracy of records generated; generates end-of-month reports and reconciliation for the transportation director and business office.
    OTHER FUNCTIONS
    1. May serve on various district committees and/or departmental work teams. Models appropriate and cooperative behavior including protecting confidential information consistent with district ethical guidelines.
    2. Attend Shop Supervisor meetings.
    3. Performs related duties consistent with the scope and intent of this position.
    4. Manage train and update all diagnostic software.
    5. Inform the Assistant Director of repairs needed from outside shops that exceed the capability of the school district shop.
    6. Ensure all district school buses and vans are ready for the twice-yearly WSP inspection.
    7. Maintain and monitor fuel terminal data.
    8. Ability to work flexible hours including evenings and weekends.
    9. Assists with the evaluation of district road conditions during times of inclement weather.
    10. Responds to and assists with accident investigations including the filing of records and/or claims.
    REPORTING RELATIONSHIPS
    Reports to the Assistant Director of Transportation. Supervises and evaluates fleet maintenance staff.

    MENTAL DEMANDS

    Required to meet externally imposed and inflexible deadlines. Occasionally required to work long hours beyond the normal work day during emergencies.


    PHYSICAL DEMANDS

    Required to be accessible during off-hours to return to work on emergencies. Potentially exposed to ordinary infectious diseases. Required to take precautions to avoid exposure to noise solvents and other potentially dangerous fluids and materials and fumes; required to work outdoors in inclement weather.


    MINIMUM QUALIFICATIONS

    Education and Experience
    Education training skills and experience necessary to carry out the assignment including four (4) years of increasingly responsible journey-level fleet mechanic experience including lead direction to others.

    Such alternatives to the above qualifications that the district may find appropriate and acceptable.

    Required Knowledge. Skills and Abilities
    • Knowledge of automotive diagnostic practices and repair methods.
    • Ability to communicate effectively and work with people and diverse personalities.
    • Ability to make decisions in a limited time frame.
    • Skill in gas and diesel engine repair. Skill in using appropriate tools.
    • Skill in preventative maintenance.
    • Ability to coach motivate lead and direct staff.
    • Knowledge of the practices and principles of supervision.
    • Ability to select and train mechanics.
    • Skill in monitoring expenditures and preparing reports.
    • Knowledge of shop safety rules regulations and procedures including WISHA and OSHA regulations.
    • Knowledge of applicable Department of Transportation WAC and RCW regulations.
    • Ability to maintain accurate and effective inventory.
    • Ability to operate a microcomputer and learn the operation of specific software programs.
    • Ability to establish and maintain effective working relationships with staff vendors outside agencies and the public.

    Licenses/Special Requirements
    • Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor.
    • Must complete training in and adhere to district infection control plan.
    • Valid Washington State commercial drivers license Class B with air brake and passenger endorsements; air brake certification restriction removed.
    • Maintain current and valid Medical Examiners Certificate (MEC).
    • Maintain current and valid First Aid/CPR certification.
    • Must obtain and renew Class A & B operator training for underground storage tanks.
    • Mandatory drug testing is required.

    UNIT AFFILIATION
    This is a non-union Specialist Level 1 exempt position.
