The Opportunity:
This Work Matters!
This temporary work of class assignment is expected to last up to six months.
This position will plan organize manage and administer the Financial and Business Management Division strategic operations programs including the management of the division Project Management Office. These programs provide core executive and operational support to the Health Department Deputy Director and the Financial and Business Management division leadership. This position is also responsible for coordinating the divisions strategic planning creating and coordinating division communications and planning and facilitating leadership and division meetings. As a member of the senior leadership team this position will be responsible for creating safety trust and belonging; supporting the implementation of the Countys Workforce Equity Strategic Plan and participating in equity initiatives across the organization. The person in this position will center equity in policy and practice and in service to the Health Departments value of racial equity and its mission to reduce health disparities. Every employee has a responsibility for promoting equity. This is a work out of class assignment.
As the WOC Strategic Operations Manager you will:
Act as a resource and provide direction guidance and leadership to staff; advise on complex and sensitive concerns and issues
Provide direction mentoring coaching development discipline and evaluations
Lead the strategic utilization of project managers across the division including the development and monitoring of consistent project management tools and trackers
Work with senior leadership in the strategic allocation of project management resources
Monitor project implementation progress and lead the reporting of project status to division leadership
Assist management with personnel matters including labor issues and grievances contract negotiations and affirmative action and risk management; evaluate and recommend actions regarding department-wide personnel matters
Assess develop monitor and improve division recruitment processes through the use of an equity and empower lens to achieve consistently diverse candidate pools and eliminate racial bias in the application interview and selection processes
Coordinate and oversee the division communication and strategic framework strategies and efforts. Create review and coordinate division communications to customers and staff including reviews for clarity and accessibility
Represent the division within the department and external to the department when needed including preparing and making presentations participating in meetings and conducting community outreach
Serve as coordinator liaison and primary staff contact for the departments Community Budget Advisory Committee
Provide strategic assessment scheduling and coordination of committee activities
Plan and facilitate the leadership team meetings and activities
Plan and facilitate division-wide all-staff meetings focused on inclusion and creating a culture of safety trust and belonging

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education training and experience will be evaluated.
Equivalent to a bachelors degree
Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave Portland OR 97209.
Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
