Description

Responsibilities:

Provide program management leadership and expertise of large scale highly complex high profile and high-risk initiatives that may be multi-jurisdictional and/or enterprise wide.

Ensure accountability for the programs centralized group of projects and their successful full life cycle delivery.

Ensure programs are delivered cost effectively and efficiently and in compliance with organizations methodologies standards and frameworks.


General Skills:


Demonstrated experience leading and overseeing program strategy development from inception through to project close-out and any required transition to operations business planning benefits identification and organization funding requests for I&IT programs.

Demonstrated experience understanding and articulating I&IT executive expectations and translating into program deliverables

Experience directing managing and leading multidisciplinary project teams including multiple Project Managers each responsible for an element of the project and associated matrix team members

Experience monitoring and managing the cost risk schedule governance technical performance and program impact of each of the component projects

Experience providing a program/portfolio view of project inter-dependencies and external project dependencies monitoring and reporting on exposure levels

Exercises a range of leadership responsibilities including the role of coach and developer of talent

Experience developing complex budgets based on multiple funding channels and cross organization dependencies.

Experience analyzing program and organizations environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule Uses significant innovation in the planning analysis and execution of tasks

Experience directing stakeholder consultation facilitation and consensus building. Provides program portfolio and/or project reporting to multiple stakeholders

Experience leading strategies and actions to overcome resistance to change and capitalize on forces in support of change

Experience seeking new and unique business processes technologies and products to benefit programs portfolios and projects

Experience supervising the development and communication of program related updates including through media relations social media etc.

Experience building positive relationships within the team and external parties

Experience contributing to improvements in life cycle based on lessons learned and past experience Adheres to organizations standards and best practices for program

Experience scheduling and organizing meetings/events and maintaining agenda

Ensures technology is used correctly for all operations (video conferencing presentations etc.)

Public Sector Experience:


  • Experience providing program level leadership in the implementation and sustainment of large complex IT solutions and public facing applications within a public sector environment.
  • Experience implementing IT solutions following the OPS project management methodology framework and gating processes.
  • Experience working within OPS procurement and Vendor Management directives.

Leadership & Technical Skills :


  • Experience providing strategic program level Information Management & IT technology and IT infrastructure guidance to enable and enhance multiple business programs/processes through technology.
  • Leadership experience providing advice and guidance to IT and Client teams on information technology integrated solutions to meet the business objectives address risks/issues and to improve structure and efficiency in complex I&IT systems delivery.
  • Experience leading and coordinating the implementation of IT application project using the appropriate system development life cycle.
  • Experience in leading projects related to Windows Server DB2 Infosphere Statistical Package for Social Sciences (SPSS) ETL tools and Cognos.
  • Experience with leading initiatives with cyber security teams for Threat Risk Assessment (TRA) Privacy Impact Assessment (PIA) Vulnerability Assessment (VA) Penetration Testing (PEN) Business Impact Assessment (BIA) Risk Mitigation Report (RMR).
  • 10 years experience in technology leadership roles for applications with of over 10000 users.
  • 10 years demonstrated experience in leading technical implementations
  • Demonstrated experience in providing technical leadership for multiple projects that involve legacy systems upgrade security updates hardware and software refresh system and database migrations and upgrades.
  • Demonstrated technical experience in evaluating and accepting vendor deliverables; documenting change requests and providing input to contract negotiations.

Project Management Knowledge and experience :


  • Demonstrated experience in providing Management Senior Leadership and Executive level updates and briefings on project risks issues decision points and status updates.
  • Experience coordinating concurrent deliverables with competing priorities.
  • Anticipates and directs problem resolutions to ensure that the deliverables are completed within budget to the highest quality meeting or exceeding expectations.
  • Develops processes and procedures for implementing deliverables.
  • Assists the team PMs/leads in preparing reports and presentations including options recommendations implementation plans etc.
  • Works with clients and IT Leads to define the scope of a program and/or project and to confirm requirements.
  • Analyzes I&IT requirements giving independent and objective advice on the use of I&IT.
  • Provides oversight direction on design test installation and monitoring of new systems and develops solutions and implementation of new systems.
  • Provides strategic direction on change-management principles and methodology.
  • Knowledge and understanding of Information Management principles concepts policies and practices.
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality adherence to standard methodology and the control of the use of I&IT resources.

Vendor Management :


  • Demonstrated experience working with and managing external vendor relationships.
  • Demonstrated experience drafting SOWs Work orders and contract negotiations.
  • Experience managing vendor performance through KPIs SLAs and regular business and technical reviews.
  • Experience in fostering collaborative long-term partnerships with vendors to drive innovation and continuous improvement.
  • Experience in managing multi-vendor environments and coordinating dependencies across internal and external teams.
  • Ability to resolve vendor-related issues including escalations disputes and service delivery concerns in a timely and professional manner.
  • Strong understanding of compliance risk management and data security considerations when working with vendors.
  • Experience collaborating with legal procurement and cyber security teams to ensure vendor compliance with OPS internal policies.
  • Experience managing change requests and scope adjustments with vendors while maintaining alignment with program goals and budgets.

Stakeholder Management and Communication:


  • Demonstrated experience effectively communicating with teams IT partners Ministry clients various stakeholders and senior management.
  • Demonstrated experience reporting on the progress of deliverables milestones issues and risks to various audiences including steering committees and formal status reporting.
  • Experience facilitating cross-functional meetings workshops and working groups to align stakeholders and drive consensus.
  • Ability to translate complex technical concepts into clear actionable insights for business stakeholders and executives.
  • Experience managing stakeholder feedback loops and incorporating input into program planning and execution.
  • Demonstrated experience preparing documentation such as presentations other technical documentation/deliverables (i.e. technical strategy document option analysis)
  • Experience providing updates and advice to senior management.
  • Experience presenting to executive steering committees responsible for project oversight and decision-making.
  • Excellent interpersonal and analytical skills.
  • Excellent command of the English language both written and verbal
