Location: 100% Remote (occasional onsite support in Annapolis MD may be required with 72-hour notice)

Job Summary:
A leading government agency seeking a highly skilled Instructional Systems Designer to design develop revise and enhance self-paced online training content. The ideal candidate will bring extensive experience in instructional design for adult learners and proficiency with industry-standard eLearning tools such as Articulate Storyline 360 Articulate Rise and Vyond (or similar platforms). This role requires a creative yet process-driven professional with strong collaboration and quality assurance skills.
Key Responsibilities:
- Design and develop engaging self-paced online training modules for various professional roles.
- Update and improve existing course materials for clarity delivery format and platform compatibility.
- Develop SCORM-compliant learning content using Articulate Storyline 360 and Articulate Rise.
- Integrate multimedia elements (videos animations simulations assessments) into courseware.
- Create video content using Vyond or equivalent animation tools.
- Conduct QA reviews to ensure course accuracy usability and adherence to learning standards.
- Collaborate with subject matter experts (SMEs) and internal stakeholders for content alignment.
- Participate in regular project meetings for feedback updates and coordination.
- Apply best practices from adult learning theory and eLearning methodologies.
- Minimum of 4 years of experience in online curriculum design and development for adult learners.
- At least 2 years of experience conducting quality assurance for eLearning platforms and content.
- Proven expertise with:
- Articulate Storyline 360
- Articulate Rise
- Vyond or similar video animation tools
- SCORM-compliant content development
- Learning Management Systems (e.g. Canvas Blackboard)
- Microsoft 365 suite including Teams Outlook PowerPoint SharePoint and Word
- Strong collaboration and communication skills.
- Ability to manage multiple deadlines and prioritize tasks independently.
- Comfortable accepting and applying constructive feedback to refine learning products.
- In-depth understanding of adult learning principles and eLearning best practices.
- Experience in regulated government or legal/training environments is a plus.
