PROGRAM OVERVIEW:
Your Way Home Montgomery County operates as the countys coordinated response system to address housing crises for families and individuals experiencing or at risk of homelessness. Rooted in a housing first approach the program focuses on securing and maintaining permanent housing as the primary step toward stability. After housing is established Your Way Home connects participants with critical community health human and financial services to reduce the risk of future homelessness.
The Rapid Rehousing Program is a core component of Your Way Home providing housing-focused case management and financial assistance to households experiencing literal homelessness. This initiative aims to swiftly transition individuals and families into permanent housing while ensuring they receive the necessary supports to sustain long-term housing stability.
Program participants benefit from personalized case management both before and after moving into their new homes. Services include tenant education budgeting and household management employment support and crisis intervention. Additionally Your Way Home actively engages in landlord recruitment and retention fostering relationships with property owners and managers willing to provide housing opportunities for program participants. This collaborative effort strengthens housing access and promotes long-term solutions to homelessness in Montgomery County. This position is grant-funded and contingent upon the renewal of the grant.
JOB OVERVIEW:
The Housing Location Specialist is responsible for securing affordable and permanent housing units for families and individuals served through the Norristown Housing Resource Center. The Housing Location Specialist plays a critical role in building and maintaining relationships with landlords ensuring housing stability for clients and supporting long-term housing retention.

RESPONSIBILITIES:
- Develop and implement landlord recruitment and retention strategies including the use of social media.
- Schedule and conduct meetings with landlords and property managers to introduce and explain the housing program.
- Mediate disputes between landlords and tenants providing solutions to reported issues.
- Build and sustain positive relationships with landlords and property managers.
- Negotiate rental terms and move-in dates with property owners.
- Ensure all properties meet inspection requirements prior to move-in and educate landlords on program expectations.
- Maintain an up-to-date landlord/owner database and track property inspections.
- Collaborate with Housing Resource Center staff and partner agencies to ensure coordinated service delivery.
- Stay informed about housing resources market trends and fair housing laws to advise staff and clients.
- Support Housing Resource Center families and individuals in developing tenancy skills to promote long-term stability.
- Provide guidance to victims and survivors of domestic violence regarding their housing rights and responsibilities.
- Conduct home visits to clients to ensure housing stability and address emerging needs.
- Participate actively in trainings meetings and learning collaboratives.
- Accurately complete and submit required forms reports and case notes within 48 hours of client contact.
- Submit move-in packets to the supervisor by the next business day.
- Engage in supervision sessions and Norristown Family Center program meetings.
- Ensure compliance with the agencys policy manual and performance measures.
- Perform additional duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES:
- Strong understanding of homeless populations and fair housing laws
- Knowledge of mental health principles crisis management and behavioral best practices
- Excellent problem-solving conflict resolution and communication skills
- Familiarity with Montgomery County housing inspection standards
- Ability to work independently and manage time effectively
- Strong team player with adaptability to changing service environments
- Proficiency in internet use email word processing and data entry
- Strong personal safety awareness
QUALIFICATIONS:
- Associate degree in human services or business required (human services degree preferred)
- 1 years of experience in homeless housing services real estate or property management required
- Valid drivers license auto insurance and daily access to a vehicle required
- Preferred: Bachelors degree
- Preferred: Familiarity with Montgomery Countys rental market and housing laws
WORK ENVIRONMENT AND SCHEDULE:
- Monday to Friday with a flexible schedule
- Must be available for occasional evening hours (until 8 P.M.) and weekend work
- Work distribution:
- 60% in office
- 30% travel (community visits and housing inspections)
- 10% attending community meetings/events
PHYSICAL/MENTAL REQUIREMENTS:
- Ability to lift and carry up to 20 lbs.
- Capacity to climb stairs during home visits or office access
- Maintain composure and professionalism during crisis situations
PAY GRADE: 14
