Limited Duration: This is a full-time limited duration position currently funded through June 30 2027. Continuation beyond that date is subject to available funding.

Benefits To You
We pay 95% to 99% of medical insurance premiums for full-time employees including mental health coverage.

Position Highlights
The Washington County Circuit Court in Hillsboro Oregon is hiring an Unrepresented Persons Analyst (Analyst 2) to provide administrative and analytical assistance related to the unrepresented defendant crisis plan described in Senate Bill 337 (2023).
As a subject matter expert you will monitor court appointed attorney assignments maintain the Oregon Public Defense Commission (OPDC) data dashboard and verify that statistics for OJD are accurate and performance measures are met. You will liaise with internal and external stakeholders and answer process questions related to verification and SB 337. You will develop criminal court verification and pretrial business processes that align with state and local procedures. You will perform data entry run reports and prepare orders dockets and in-custody and out-of-custody lists. You will also facilitate and attend meetings and exchange information with partners such as the Washington County Sheriffs Office the Washington County District Attorneys Office OPDC parole and probation officials and other governmental entities.
Additionally you will conduct studies research operational and administrative issues analyze findings provide updates and work with local court administration OJDs Office of the State Court Administrator (OSCA) and judicial districts to recommend practical solutions. You will compile data for our criminal and pretrial release departments and will analyze programs functions administrative systems and business processes within the criminal case flow related to SB 337. You will prepare training materials and lead training sessions for court staff. You will also create and update criminal court forms based on legislative and local process changes manage the forms database and publish the forms on our webpage.
Part of your time will be spent serving on internal and external committees to gather information plan studies and represent our managers.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelors degree in business court administration criminal justice public administration legal studies or a related field.
AND
Two (2) years of increasingly responsible professional-level experience that typically supports the knowledge skills and abilities required for the position.
OR
Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge skills and abilities for the position.
Note: Professional-level experience is defined as:
The ability to use independent judgment and discretion in performing work duties.
A level of specialized knowledge in the field of work with some authority for independent decision-making.
In-depth work requirements such as data gathering analysis and interpretation.
Interaction with a broad range of individuals.
Individual accountability for results.

Requested Skills and Attributes

Proficiency using a computer and case management system to manage data perform research and analysis and present findings to a supervisor or group.
Experience writing reports and other documents that provide analysis and recommendations.

Experience communicating with a variety of people from differing educational socioeconomic and cultural backgrounds as well as accomplishing work through developing collaborative relationships with internal and external stakeholders.
Experience identifying and safeguarding confidential information and materials.
Experience designing and providing training to adult learners.
Bilingual Spanish proficiency is preferred but not required.
Working Conditions
This is a full-time limited-duration position and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is eligible for overtime compensation for hours worked in excess of 40 per workweek.
Occasional after-hours or overtime work may be required.
A moderate amount of travel may be required to attend statewide meetings visit other Oregon courts and visit OSCA offices in Salem.
Hybrid work may be available for this position. All hybrid work assignments begin end or change only with administrative authority approval.
This position has frequent telephone conversations and works in an environment where there are frequent interruptions and distractions.
Frequent phone and in-person contact with people from diverse backgrounds.
Occasional phone and in-person contact with people who may be frustrated or angry and facing challenging life circumstances highly stressful situations or trauma.
Long periods of sitting or standing while working at a computer.
Lifting office material or equipment that weighs up to 25 pounds may be required.
Regular use of the following equipment: telephone OJD-assigned computer with multiple monitors copy machine fax machine and scanner.
