Job Description

The Agency Youll Join

The New York City Mayors Office is responsible for overseeing city services throughout the five boroughs coordinating public agencies and departments and managing public property. New York City Mayor Eric Adams is head of the executive branch of New York Citys government. Previously Mayor Adams has served the people of New York City as an NYPD officer state senator and Brooklyn borough president. The Team Youll Work With

The Office of Food Policy (Food Policy) is a Mayoral office that works to advance the Citys efforts to increase food security promote access to and consumption of healthy foods and support economic opportunity and environmental sustainability in the food system. The Office has a critical role to play in integrating an equity frame into food policy priorities and solutions and ensuring an equitable and sustainable economic recovery in the food sector. To accomplish this mission the Office acts as a thought leader facilitator and convener.

The Problems Youll Solve

Food Policy is looking for a detail-oriented Chief of Staff to oversee the Administration and External Relations of the office. The role is focused on ensuring consistent understanding and utilization of administrative policies and processes by the team contract management with City agencies and private funders as well as ensuring clear and effective communication strategies. The ideal candidate may have experience with people operations and/or human resources communicators and strong organizational and relationship management skills.

The Manager will report to the Executive Director and will have the following responsibilities:

Personnel Systems Management

-Manage the flow of information to the Executive Director for maximum efficiency; build an executive function within the team.
-Build document and maintain subject matter expertise in City hiring practices:
oCoordinate and create streamlined systems to support the full spectrum of the hiring process within Food Policy.
oFacilitate the job posting process with the Mayors Office Human Resources unit and other agencies.
oEnsure the hiring team learn and maintains equitable interviewing practices.
oSupport hiring managers in new staff recruitment selection processing and onboarding along with staff advancement.
-In coordination with the Mayors Office Human Resources team manage the onboarding and off-boarding of Food Policy staff interns fellows and consultants.
-Serve as the Mayors Office Human Resources liaison for timesheets leave requests travel arrangements and other personnel needs.
-In collaboration with the Food Policy leadership team build upon and refine cross-team professional development and skill-building priorities.
-Build and maintain relationships with key stakeholders including senior staff at the Mayors Office of Food Policy City Hall and City agencies.

Procurement and Budgeting

-Manage office Personnel Other than Personnel (OTPS) and philanthropic budgets.
-Lead all procurement at MOFP including purchase orders for day-to-day goods and services and complex RFPs for services for the office.
-Guide office contract management practices to ensure that the providers performance meets contractual requirements.

Communications Strategy Special Projects and Office Culture Support

-Set and oversee the Offices communications strategy manage urgent and ongoing priorities and supervise the Communications Advisor to align messaging with City Hall and agency partners.
-Lead the development and delivery of clear compelling communications for internal and external audiences including presentations talking points and memos on key food policy initiatives.
-Supporting the execution of team building and office culture events (most occur during normal business hours).
-Manage several discrete projects on an as-needed basis in the direction of the Executive Director and Director of Policy and Strategy.

About You

-You have a Bachelors degree in addition to 6 years of professional experience and/or a Masters Degree in addition to 4 years of professional experience.
-You have experience building successful systems processes and protocols for various audiences.
-You have the ability to think creatively embrace new approaches for solving complex operational problems.
-You are highly organized with keen attention to detail.
-You are flexible comfortable with ambiguity.
-You are self-driven entrepreneurial and willing to ask questions.
-You have strong written and verbal communication skills.
-You have strong relationship-building skills and high emotional intelligence.
-You have advanced knowledge of Microsoft Excel PowerPoint and other MS Office applications.
-You have experience using cloud-based applications such as Airtable.
-You have a strong plus but not required:
oKnowledge of City government institutions including Civil Service and budget.
oHR certifications and/or experience in diversity equity and inclusion (DEI).

Qualifications :

1. Do you have a baccalaureate degree from an accredited college or university

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative analytic coordinative supervisory or liaison responsibilities

3. Do you have a four-year high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions 1 2 and/or 3 above
