Job Duties
Plan implement and manage a comprehensive human resource program that provides support training guidance and consultative services on Human Resource issues to managers supervisors and employees. Supervises and/or performs all human resource timekeeping payroll transactions and employee relations functions for agencies 701 742 & position consults with managers on issues related to staffing policy compliance and organizational development/management as well as directs the work of paraprofessional and professional staff engaged in activities such as recruitment compensation management benefits administration payroll processing and internal and external human relations. Provides guidance and assistance to employees supervisors and managers in a variety of human resource functions to ensure compliance with State and departmental policy and procedures.
Minimum Qualifications
Working knowledge of human resources principles and practices of human resource management including Equal Employment Opportunity (EEO)/ Americans with Disabilities Act (ADA)/ Fair Labor Standards Act (FLSA)/ Family and Medical Leave Act (FMLA) Classification and Compensation Recruitment Leave and Benefits Grievance Procedure and Performance Management. Considerable working knowledge of human resources policies procedures and organizational functions. Demonstrated ability to analyze counsel and recommend resolution of employee relations problems benefits/payroll processing training needs and employment and recruitment planning/execution. Demonstrated ability to plan and implement multiple human resources functions for a variety of job classifications. Demonstrated ability to supervise the work of paraprofessionals. Ability to communicate effectively orally and in writing with department heads employees and others. Must have strong interpersonal skills. Experience in personnel related area showing knowledge of principles and practices of personnel administration including compensation recruiting and employment benefits training employee relations and other personnel practices.
Additional Considerations
Advanced knowledge in Human Resources a related field or equivalent applicable education experience and/or training. Computer skills in Word Excel Access and Human Resource (HR) database software/applications. Related HR certification.
