Job Description

Overview

The COGAR Group Ltd. (COGAR) is a Service Disabled Veteran-Owned Small Business (SDVOSB) and a successful graduate of the Small Business Administrations 8(a) program in May of 2016. COGAR was founded in 2005 by a retired U.S. Army Warrant Officer with an impressive 40 years of senior management expertise within various strategic and military organizations worldwide. COGAR specializes in providing facilities management armed and unarmed physical security personnel security escort services access control and consulting services to the Federal Government and large corporations nationwide. COGAR is equipped to resolve complex problems in a variety of program management areas including; risk assessment physical security facilities management and personnel management ().

Job Skills / Requirements

Physical Security Specialist

Salary - $80-87K


1. General Role & Objective

  • Support the Command Security Manager (CSM) and Chief of Staff (COS) in all facets of the Navy security program.
  • Serve as a technical expert in:
    • Information Security
    • Industrial Security
    • Personnel Security
    • Physical Security
  • Assist with security education/training indoctrination and policy adaptation.


2. Core Responsibilities

Administrative & Technical Support

  • Provide security briefings indoctrinations and training programs.
  • Use applicable DoD/Navy instructions (DoDM 5200.01 5200.02 etc.).

Security Clearance & Personnel Management

  • Process and track clearance investigations via e-QIP.
  • Helpdesk support for NP2/e-QIP portals.
  • Maintain and manage DISS records for staff.
  • Manage DD Form 254 and MOAs for contractors.
  • Debrief and transition DISS records of outgoing personnel.

Systems & Technology

  • Proficiency in Microsoft Word Excel PowerPoint.
  • Basic understanding of cybersecurity hardware/software.
  • Ensure IT requirements are approved by C2F.

Inventory & Document Management

  • Maintain accurate records of all personnel and contractors with access.
  • Track and manage GSA security containers and alarm systems.

Physical Security

  • Manage command access badges.
  • Oversee and coordinate repair of security infrastructure.

Information Security

  • Educate staff on safeguarding classified information.
  • Maintain SF 700 701 and 702 forms for secure storage practices.


3. Deliverables & Reporting

  • Monthly Progress Reports with:
    • Planned vs. actual work
    • Financial status
    • Issues and resolutions
  • Weekly status reports to COR.
  • Maintain trouble call logs and maintenance spreadsheets.


4. Location & Hours

  • Primary Worksites: NSA Norfolk and Naval Station Norfolk.
  • Core hours: 7:00 AM 4:00 PM MonFri (excluding holidays).
  • On-call availability: Required for 24/7 emergency support.


5. Qualifications

  • Security Fundamentals Professional Certification (SFPC)
  • Secret security clearance required.
  • Must be a U.S. citizen (non-citizens excluded from this contract).

Education Requirements (All)

High School Diploma or GED
