JOB TITLE: Field Support Logistics Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Background: WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster Support Cell (GLCSC) based in the Logistics Division of WFP HQ in Rome. It is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. Objective: Implement the Global Logistics Cluster Support Cell Work-plan specifically tasks sharing of operational logistics information reporting & accountability. Additionally to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics support through coordination information management and service provision. Reporting Line: The Logistics Officer reports to the head of SEPSEM GLC HQ. For the duration of this assignment it is foreseen that the incumbent will temporarily be working with the Track and Trace project team to specifically provide expertise and support the integration of the Relief Item Tracking Application (RITA) as a corporate WFP tool. The position is home based the applicant needs to ensure connectivity and a productive working environment as well as an overlap of working hours of minimum 30% preferably 50% or more with CET and CEST working hours. Travel may be required.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Support the development and management of Logistics Cluster Support Cell projects focused on accountability reporting & technical information sharing; specifically the Relief Items Tracking Application (RITA)
2. Revise current guidance related to use and implementation of RITA.
3. Monitor the global RITA inbox and provide technical assistance to field level RITA operators as required including: investigating reports of software bugs assisting with user account management and providing support for ad-hoc reporting requirements.
4. Work with the global RITA team to support field level operations and report/repair user errors and assist with identifying data problems in SRFs and field level transactions.
5. Support of RITA training and implementation requirements in field missions. 6. Assist with additional testing and development of RITA to meet emerging needs and address recommendations of lessons learned and evaluations.
7. Liaise with Logistics Cluster participants other cluster members and national counterparts to gather information for the production of GLCSC reports ensuring that challenges and concerns relating to the logistics operation are represented.
8. Establish and maintain internal and external information sharing mechanisms and systems; assessment formats central file store operations archive reporting systems.
9. RITA and other cargo tracking Support to WFP Bilateral Service Provision team on an adhoc basis 10. Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
(1) Support provided for the monitoring and reporting responsibilities of the Global Logistics Cluster through the maintenance and development of new tools and improvement of existing procedures in order to maintain the highest degree of transparency and accountability to the stakeholders.
(2) Support provided to field operations in close coordination with Information Management personnel in the GLCSC.
(3) Identified potential problems with software and flagged to internal maintenance platform (where applicable). (4) Suggestions provided to improve software interface and guidance documents (where applicable).
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in social sciences international relations communications supply chain management or related field; or the equivalent combination of education and experience.
Experience: Three years of professional experience including: working in an international context; responsibility in a logistics role; experience with reporting/tracking systems; working in an emergency response. Previous experience in emergencies is important and previous experience working with RITA is required.
Knowledge & Skills: Ability to meet deadlines and work under pressure as part of a team; good communication skills; excellent written and analytical skills; knowledge of logistics operations and systems; knowledge of humanitarian reform/cluster concept; experience using Microsoft Excel and sound knowledge of Microsoft Windows MS Word MS PowerPoint and other related software. Knowledge of RITA. Knowledge of an ERP or supply chain management software is a plus.
Languages: Fluency in English language. Knowledge of a second official UN language desirable.
