The Controller/Deputy Chief Financial Officer (CFO) leads the Accounting and Financial Operations Department overseeing the operations of the Accounting Fiscal Recovery Finance Operations (Accounts Payable/Accounts Receivable) Financial Information Systems and Payroll divisions. This role plays a critical part in the Citys financial planning cash management and investment strategies serving as a key advisor to the Chief Financial Officer and the broader leadership team in analyzing and improving the Citys financial performance.
Reporting to the Chief Financial Officer the Controller/Deputy performs advanced and specialized accounting assignments often handling complex and confidential data that informs executive-level decision-making. The Controller/Deputy CFO leads the development and maintenance of strong internal controls and daily accounting practices ensuring consistency and financial integrity across all City departments. This role is responsible for the accurate and timely preparation of financial statements including the coordination of the Citys Annual Comprehensive Financial Report (ACFR) while ensuring compliance with the City Charter state and federal regulations Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements. The Controller/Deputy CFO also leads documents and manages the month-end and year-end financial close processes providing both operational oversight and strategic financial leadership.
The Controller/Deputy CFO develops and implements departmental goals policies priorities and operating procedures to ensure the financial health and efficiency of the organization. They safeguard the Citys assets through rigorous control systems regularly evaluating processes for improvement opportunities and driving enhancements that increase financial transparency efficiency and accuracy. The Controller/Deputy also ensures the Citys financial systems and reporting meet the standards required by external auditors and regulatory agencies. In addition to technical expertise the Controller/Deputy CFO provides leadership to a talented and dedicated team of 33 comprising five direct reports and fosters strong internal communication a supportive workplace culture and high staff engagement across all levels.

Financial Services Service Area
Financial Services employees are innovative leaders and partners in fiscal stewardship. Led by the CFO the Service Area has a budget of $16.7 Million and is comprised of six departments including Accounting and Financial Operations Budget and Financial Planning City Give Purchasing Sales Tax and Revenue and Utility Finance. The service area recently completed a reorganization meant to positively impact City and service area culture shape the efficiency and effectiveness of our infrastructure and support our goals of innovative strategies propelling us into the future.
Accounting and Financial Operations Department
Led by the Controller/Deputy CFO Accounting and Financial Operations oversees financial planning cash management investment of City funds fiscal recovery grants accounts payable/receivable and payroll. The department leads the development and maintenance of robust internal controls and daily accounting procedures to comply with City Charter provisions state regulations federal grant requirements and GAAP/GASB standards. Additionally the department is responsible for producing timely and accurate financial statements and reports including the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report. The department is also responsible for all aspects of the Citys government grant activity including the application and award process for state and federal grants. The department ensures the City adheres to all audit and compliance standards and is responsible for overseeing and approving the Citys indirect cost recovery rate with the designated agency.

The Community
The City of Fort Collins sits nestled against the foothills of the Rocky Mountains alongside the Cache La Poudre Riverbanks. At 5000 feet in elevation residents enjoy a moderate four-season climate with an average of three hundred days of sunshine per year. With 174800 residents Fort Collins is Colorados fourth-largest city and spans 57 square miles. With the 20-year growth projection the City of Fort Collins is expected to reach 255000 residents.
The first people who hunted in this region arrived approximately 11000 years ago and Northern Colorado remains an integral part of the traditional and ancestral homelands of many Tribal Nations including the Arapaho Cheyenne and Ute. Today Fort Collins has a vibrant Native American community that represents numerous Tribal affiliations. European American trappers and traders arrived by the early 1800s but rarely established permanent settlements. Gold and silver discoveries in the Colorado mountains in the mid-1800s and the prospect of land for farming and ranching attracted people from eastern cities and across the globe to the Colorado Territory including what would become the town of Fort Collins: an agricultural colony that emerged from its founding days as a military camp. The expansion brought new residents whose descendants still live here today including Mexican American families from Southern Colorado New Mexico and Northern Mexico Germans from Russia and other immigrant families who settled here in the 1800s.
Since 1879 Fort Collins has been the home of the states land grant institution Colorado State University which currently enrolls 34000 students. Total Compensation
The City of Fort Collins offers a competitive comprehensive benefits package including a market salary commensurate with education and experience. The annual salary range is $123000 $206000 and the anticipated hiring range is $155000 $175000; salaries are paid biweekly. Education and Experience
Studies have shown that women and people of color are less likely to apply for jobs unless they believe they can perform every job description task. We are most interested in finding the best candidate for the job and that candidate may come from a less traditional background. The City may consider an equivalent combination of knowledge skills education and experience to meet minimum qualifications.
At least twelve (12) years of management experience with the analysis and preparation of financial statements including balance sheet income statement and monthly management reporting is required. Advanced expertise in financial reporting internal controls and federal grant compliance with a thorough understanding of accounting standards is essential. A diverse background that includes government accounting is ideal. Excellent public speaking skills coupled with the ability to communicate complex financial information and present confidently to diverse stakeholder groups are required.
A bachelors degree in finance accounting or related field is required with a masters degree preferred. A Certified Public Accountant (CPA) is preferred. An equivalent combination of experience and education that enables success as the Controller/Deputy Chief Financial Officer will be considered.
Residency
The Controller/Deputy Chief Financial Officer is subject to residency requirements under the Citys Charter (Article IV Section 3) which requires the incumbent to reside at the time of appointment and throughout employment in this classification within five (5) miles of the City limits as measured by a straight line connecting the parcel of property upon which the residence is situated to the nearest boundary line of the City.
