Job Description

Position: Superintendent

Department: Public Works Streets and Right of Ways

Employment Status: Permanent - Full Time - Exempt

Schedule: April through November: Monday Thursday 6:00 AM 4:30 PM

Winter Schedule (December through March): May vary between:

  • Monday Friday 7:00 AM 3:30 PM or
  • Split 10-hour shifts as needed

Compensation: Grade:10 Step:1 $60790.28


Position Summary

Works under the supervision of the Deputy Engineering and Public Works Director and is reviewed for compliance with established procedures while working and through review after task completion: Supervises on average one (1) Crew Leader two (2) equipment operators three (3) truck drivers three (3) skilled laborers four (4) laborers and other seasonal laborers as required. Also will help over see job functions of the sign and paint crew. Performs managerial and organizational tasks required to supervise and coordinate the maintenance and repair of asphalt and concrete surfaces road ditches sidewalks ROW maintenance and clean roadways of snow and ice during winter months. Completes project and planning exercises resolves problems provides direction responds to citizen complaints and prepares letters memos and reports on activities as requested.


Essential Duties - Knowledge - Skills - Abilities

  • Assists in planning directing monitoring and evaluating maintenance and operations of streets and right-of ways; investigates complaints and problems; makes recommendations on projects and repairs.
  • Oversees daily repair and maintenance of City streets and right of ways to ensure worker safety and the safe and efficient flow of traffic throughout the city.
  • Works with other City departments and officials in order to coordinate and respond to maintenance needs. Responds to daily work requests assigns work crews and reviews works through on-site observation and inspection to ensure quality.
  • Maintains employee timesheets and records including daily reports and maintains purchase orders.
  • Order supplies and parts to ensure the timely safe and efficient completion of all street maintenance and repair needs and ensures projects are completed within allotted budgets.
  • Promotes an image of professional courteous service as a representative of the City of Morgantown.
  • Assists in executing city policies and procedures and developing and executing department and division policies.
  • Responsible for overseeing installation and maintenance of various street signs markers lines thermoplastic etc. to ensure safe efficient flow of traffic and pedestrians.
  • Work with other departments to ensure plans and jobs are in compliance with design including proper traffic control.
  • Performs duties and supervises and mentors employees requiring skills and knowledge in carpentry masonry pipe laying and other learned traits.
  • Oversees and provides direct supervision to staff level positions; including completing hiring training performance reviews motivating corrective action and dismissal of employees when necessary. Recommends corrective action where necessary.
  • Must have the ability to operate the following: backhoe excavator street sweeper vacuum truck flusher truck hillside mower bucket truck skid steer loader dump truck dump truck with snowplow/spreader three (3) ton roller truck and trailer mounted generators air compressors and any other equipment as specified.
  • Conduct safety meetings and comply with safety regulations including updating public works policies procedures and guidelines for behavior and PPE.
  • Use judgment and decision making to prioritize jobs and assign employees needed to perform the work.
  • Work in coordination with other management personnel to ensure shifts are covered for snow removal. Superintendents are expected to fill-in for each other and supervise additional employees when needed and as assigned.
  • Duties will require coordination with other state local and federal organizations to complete tasks.
  • Other duties as assigned.

Working Conditions & Physical Requirements


Employees daily activities include walking standing and performing duties requiring use of arms hands or fingers in handling or manipulating objects operating equipment tools and instruments requiring fine eye-hand coordination; other daily activities require a good deal of repeated bending crouching stooping stretching or crawling. Employee performs duties which require climbing or working from ladders and scaffolding. Hearing requirements necessary to identify dangers in the work environment and to be able to communicate with others. Daily operations require lifting of objects weighing as much as fifty-one (51) pounds. Employee spends an average of up to ten (10) hours per day working outdoors. Daily conditions encountered are noise dirt odors dust fumes vibration wind rain snow etc. Conditions vary with seasons. Hazardous conditions encountered daily include elevated workplaces mechanical hazards electrical hazards traffic hazards and those hazards associated with the use of small and medium sized handheld and powered tools and equipment.


Hazardous conditions encountered daily include but are not limited to:


1. Constant hazards: Danger from passing traffic working with hot asphalt mechanical hazards when using rollers and other heavy equipment (i.e. crack sealer paver chipper etc.) fall hazards and entering confined spaces.

2. Occasional hazards: Tripping or slipping due to terrain and weather conditions traffic accidents when working to remove snow and ice and earth cave ins when laying pipe.

3. Possible hazards: Contact with extremely hazardous or toxic waste sharps/needles and other debris when making deliveries of trash to the dumpster hazards associated with working around large vehicles on narrow roads and steep grades and various weather conditions.


USE OF TECHNOLOGY & EQUIPMENT

  • Daily use of computer to process payroll time off requests and work order system.
  • Understanding of Microsoft Office suite.

Requirements

MINIMUM REQUIREMENTS

Education:

  • High School education or equivalent

Certification/License:

  • WV Drivers License

Experience:

  • Requires a minimum of four (4) years progressively responsible managerial and supervisory experience.
  • Experience supervising five (5) or more employees.
  • Five (5) years of experience operating equipment related to street construction and/or maintenance or equivalent qualifications.
  • Requires five (5) years of general construction experience.
  • Strong leadership skills
  • Requires the ability to understand and act on oral and written instructions. Skilled at communicating effectively both orally and written.
  • Requires the ability to delegate and assure satisfactory completion of assigned tasks.
  • Requires the ability to lift unaided objects weighing as much as fifty-one (51) pounds.
  • Requires knowledge of safe construction and work practices including but not limited to the proper use of personal protective equipment (PPE) and the maintenance of safe equipment and needs for fall protection equipment.
  • Requires working knowledge of temporary traffic control measures when working on or along roadways.

PREFERRED QUALIFICATIONS

  • CPR and First Aid
  • Flagging Certification
  • Class A CDL with tanker endorsement
