GENERAL PURPOSE
Under the direction of the Executive Director of Transportation and Fleet Services the Director of Fleet Services is responsible for the planning management and supervision of the overall operation of the county and school vehicle maintenance facility.
MAIN JOB TASKS AND RESPONSIBILITIES
Staffing
- Responsible for the overall supervision and evaluation of all Fleet Services employees.
- Make sound recommendations to the Executive Director of Transportation or designee relative to personnel placement transfer retention and dismissal
Vehicle Maintenance
- Plan and direct the vehicle maintenance programs.
- Ensures compliance with all school board state and federal laws regulations and policies governing pupil transportation vehicle procurement and vehicle maintenance.
- Establishes and monitors maintenance programs and cost control programs.
- Review and evaluate equipment specifications.
- Implement and enforce a shop safety and security plan.
Department Cost Management and Reports
- Prepare and administer the annual operating and capital equipment budget for Fleet Services.
- Implement and administer a cost control measures program to ensure that expenditures do not exceed revenue.
- Ensure compliance with all state and local purchasing and procurement regulations.
- Evaluate fleet requirements and recommend school bus retirement and replacement schedules.
- Recommend and plan for the purchase of new automotive and shop equipment and supplies.
- Oversee the annual physical inventory of parts and maintain equipment listings.
- Prepare and provide accurate information for state and federal school transportation reports.
- Seek feedback from all customers and stakeholders to ensure quality service.

EDUCATION AND EXPERIENCE
- Bachelors Degree preferred.
- Must have or be eligible to obtain a Class B CDL license within six (6) months of hire.
- Must have or be eligible to obtain Diesel Mechanic Certification(s) within twelve (12) months of hire
- Automotive Service Excellence (ASE) certifications strongly preferred
- Must be able to pass the annual Department of Transportation physical examination and comply with random drug testing as directed under appropriate regulations
KNOWLEDGE SKILLS AND ABILITIES
- Knowledge
- Comprehensive knowledge of the principles and practices of automotive repair facility management hazards and safety precautions of large scale operations and garage management
- Ability to maintain the all Virginia (VOSH) and Federal (OSHA) Occupational Safety & Health standards for the facility
- Knowledge of computer operations and software appropriate to the position
- Comprehensive knowledge of state and local procurement laws and regulations
- Knowledge of current methods and procedures for vehicle maintenance repair and safety

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Work environment is indoors and outdoors with regular exposure to weather conditions; in proximity to the roadway; near moving mechanical parts and traffic; in confined areas; and in high precarious places.
- The employee is exposed to fumes dirt/dust gases and the risk of electric shock.
- The work is medium work which requires exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
- Must possess the physical ability to work primarily with fingers perceive the nature of sounds make rational decisions through sound logic and deductive processes express or exchange ideas by the spoken word substantial movements (motions) with the hands wrists and/or fingers and discern letters or numbers at a given distance.
