Trillion Technology Solutions (Trillion) is seeking an experienced and highly driven Director of Business Development to significantly expand our presence and win rate within the federal government contracting market. Recognized for our innovative IT solutions and commitment to delivering mission-critical services to federal agencies Trillion stands at the forefront of technology-driven transformation in the public sector. The ideal candidate will be a visionary strategist with a comprehensive understanding of the government acquisition lifecycle exceptional relationship-building abilities and a proven history of securing high-value contracts. This individual will have direct experience winning contracts with key federal agencies such as the Department of Defense Department of Homeland Security and other federal clients. This role is crucial in identifying qualifying and capturing new business opportunities that align with our strategic growth objectives.
Job requirements:
Develop and execute business development strategies aligned with corporate goals.
Identify new markets customer segments and partnership opportunities.
Create and manage a pipeline of potential deals opportunities or contracts.
Identify and prioritize target agencies contract vehicles (IDIQs GWACs BPAs) and opportunities aligned with corporate capabilities.
Lead and manage the business development lifecycle from opportunity identification through contract award
Forecast revenue growth and contribute to annual business plans.
Oversee capture planning including SWOT analysis win themes and competitive assessments.
Identify and engage strategic partners resellers or teaming partners.
Collaborate with other internal groups including finance legal operations and proposals to align goals
Research federal procurement trends budget forecasts and program-level needs.
Establish and nurture strong relationships with key stakeholders including potential clients partners distributors vendors contracting officers program managers and industry leaders.
Identify and negotiate teaming agreements joint ventures and mentor-protg partnerships
Maintain awareness of competitor positioning teaming arrangements and pricing strategies
Actively participate in industry associations conferences and events to build a network of government contacts prime contractors and potential teaming partners
Provide training coaching and mentorship to team members.
Track performance metrics on revenue growth and win rates
Report on business development activities and ROI to senior leadership.
Use CRM and other tools to manage contacts pipeline and activity tracking.
Oversee budgets related to business development initiatives ensuring cost efficiency and optimal resource allocation
Shape opportunities by engaging with agencies understanding their evolving needs and positioning Trillion as a trusted solution provider before formal solicitations are released.
Collaborate with finance and pricing teams to develop competitive and profitable pricing strategies based on the governments budget and the incumbents pricing
Provide critical market intelligence win themes and customer insights to the proposal team to ensure the response is compliant compelling and addresses the procuring agencys specific needs and evaluation criteria

Required Minimum Qualifications:
Bachelors degree in Business Administration Marketing Engineering or a related field.
Demonstrated track record of achieving significant revenue growth and winning large-scale federal contracts (minimum $25M).
In-depth knowledge of the federal procurement lifecycle including various contract types set-asides and acquisition vehicles.
Deep understanding of the federal procurement lifecycle including FAR/DFARS IDIQs GWACs BPAs and contract vehicles.
Proven ability to build and leverage relationships with key government officials and industry partners.
Strong understanding of capture management best practices and proven success in leading capture efforts from qualification through award.
Exceptional written and verbal communication presentation and negotiation skills.
15 years of progressive experience in business development and capture management within the federal government contracting sector supporting the Department of Defense Intel and Civilian agencies.
Adept at relating to technical subject matter experts professionals and non-professionals at all levels.
Proficiency with CRM systems government market intelligence tools and government procurement portals
Ability to travel as required to meet with clients partners and attend industry events
US Citizenship required
Preferred Qualifications:
1. Experience in IT Services Cybersecurity Defense Healthcare Modernization Software and Artificial Intelligence within the GovCon space
2. Formal training or certification in Shipley Miller Heiman or other capture and BD methodologies.
3. Existing network of contacts within DOD Civilian Intel Community
