Job Description

The San Francisco Police Departments Grants Unit under the Fiscal Division is responsible for the financial administration management and monitoring of public and private grant funds special revenue funds and gift funds for the department. Under the direction of the Grants Unit Manager the Grants Analyst will play a key role in identifying funding opportunities writing and submitting grant applications managing awarded grants and processing grant-related contracts and procurements. The position also supports the preparation of legislative documentation facilitates compliance with federal state and local requirements and assists in internal and external audits and site visits.   

Example of Important and Essential Duties:

  • Monitors federal state local and private entities for potential grant opportunities
  • Works with Department staff (e.g. project managers subject matter experts) to develop grant proposals and perform grant writing
  • Writes complies and submits information for grant progress/programmatic reports
  • Processes grant-funded contracts and perform activities related to contract creation and administration
  • Prepares Accept and Expend resolutions and ordinances for grants and gifts
  • Performs grant-funded procurement activities (e.g. requisitions purchase orders and vouchers)
  • Ensures compliance with federal state and local laws regulations and requirements to grants and contracts
  • Performs other related duties as assigned

Qualifications :

1. Possession of a baccalaureate degree from an accredited college or university;

AND

2. Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

  • Demonstrated experience with grant writing and federal/state grant submissions
  • Familiarity with the Citys PeopleSoft financial system
  • Knowledge of MS applications (Excel Word Access PowerPoint etc.)
  • Exceptional interpersonal oral and written communication skills
  • Ability to work independently and collaboratively in a fast-paced environment with multiple priorities and deadlines

Background Investigation: Prior to employment with the San Francisco Police Department a thorough background investigation will be conducted to determine the candidates suitability for employment. The investigation may include but not be limited to: criminal history records driving records drug/alcohol screening and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol felony conviction repeated or serious violations of the law inability to work with co-workers inability to accept supervision inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.
