Payroll Specialist PFT

2025 Salary Grid 5: $34.95/hr - $41.60/hr
Location: Brockville Ontario
Position Summary:
Reporting to directly to the Manager Human Resources and indirectly to the Director Corporate Services the Payroll Specialist will perform all services required for the efficient operation of the payroll function for the United Counties of Leeds and Grenville.
Qualifications:
Education Certification & Licenses
- College diploma in Business or Payroll Administration.
- Canadian Payroll Certification/Designation would be considered an asset.
Experience
- Minimum of three (3) years experience with computerized payroll processing.
- Previous experience in a municipal and unionized setting would be considered an asset.
Knowledge
- Working knowledge of applicable employment legislation human resources policies and procedures and collective agreements.
- Computer proficiency in payroll and time and attendance systems word processing and spreadsheet applications (MS Office Suite)
- Skills & Abilities
- Proven ability to consistently maintain high quality standards meticulous attention to detail and a strong degree of accuracy and reliability.
- Strong organizational and time management skills to manage a heavy workload undertake multiple tasks and meet strict deadlines under time constraints.
- Excellent interpersonal and relationship skills both written and verbal.
- Demonstrated ability to respect the confidentiality of information and exercise tact and diplomacy.
- Demonstrated ability to provide guidance and advice to others on a regular basis.
- Team-oriented and skilled in working within a collaborative team environment.
Summary of Position Responsibilities:
Payroll Processing (approximately 60%)
- Process bi-weekly payroll with great attention to detail mathematical skill ability to work under pressure and during stressful situations to meet deadlines.
- Using the computerized payroll system record and maintain sick leave vacation banked time and statutory holiday entitlements for all employees and prepare period reports to supervisors.
- Maintain computerized payroll files relating to earnings deductions payroll types and cycles employee information union contracts and banking information.
- Track verify eligibility and process supplemental payroll reimbursements and allowances in accordance with Policy or Collective Agreements.
- Respond to inquiries and provide assistance in a tactful and composed manner and resolve payroll issues with employees and/or supervisors.
- Maintain and update payroll information with respect to collective agreements by-laws and other payroll legislation
- Assist with uploading retroactive payments and updating earnings and deductions.
- Assist with auditing and year end/new year Procedures (approximately 10%)
- Balance payroll general ledger accounts and prepare journal entries as required.
- Input and analyze bi-weekly payroll to ensure accuracy and integrity of data; identify discrepancies or variance make corrections within scope of role and/or liaise with others to recommend corrective options and adjustment
- Assist with preparation of T4s for distribution.
- Assist with reconciliation of Pensionable and Insurable Earnings Review (PIER).
- Provide information for year-end audit to the Counties external Auditor as requested.
- Complete year end processes to turn the system over to new payroll year.
- Provide back-up and support to the payroll team as required and requested.
Other Payroll Responsibilities (35%)
- Set up and maintain payroll information and functions in Human Resource Information System.
- Complete government remittances as required: Source deduction (Income tax Canada Pension Plan and Employment Insurance) Employer Health Tax Family Responsibility Office Payments and Union Dues.
- Prepare direct deposits for the monthly monetary Employee Recognition Service Awards.
- Complete Records of Employment and remit online to Service Canada.
- Occasionally converse with government agencies as required to resolve discrepancies and/or provide employee information for processing such as: Canada Pension Plan disputes or Service Canada enquiries.
General (5%)
- Attend various meetings and conference calls such as: department meetings financial meetings meeting with employees regarding payroll concerns meetings with supervisors to discuss a payroll situation with an employee
- Communicate with all staff via email regarding updated payroll information or early deadlines
- Exceptionally as directed process manual cheques/off cycle payments as required.
