The Department of Finance at SUNY Downstate Health Sciences University is seeking a full-time Staff Assistant / Payroll Time & Attendance Clerk.

The position maintains the payroll and time and attendance records of all of DownstateMedical Centers State employees. This position is responsible for maintaining asuperior customer service culture in support of the medical centers employeepopulation.

Additionally the successful candidate will:

  • Maintains payroll and time and attendance information by collecting
    calculating and entering data into various systems as appropriate
  • Updates payroll records by entering changes in exemptions job title and department/division transfers or other information as needed.
  • Prepares reports by compiling summaries of information such as earnings taxes deductions leave disability and nontaxable wages etc.
  • High volume phone call and email inquiries
  • Meet with employees (in-person/zoom meetings) to address their concerns.
  • Reviewing documents timesheets letter/forms and checks etc. to ensureaccuracy. Accurately Input/update information and records into databasesand spreadsheets etc.
  • Determines payroll liabilities by calculating employee federal and state incomeand social security taxes and the employers social security unemployment andworkers compensation payments and other such liabilities as necessary.
  • Resolves payroll discrepancies by collecting and analyzing Information and implementing changes.
  • Provides payroll information and training to supervisors employees and otherapproved personnel.
  • Supports payroll operations by following policies and procedures; reportingproblems and ensuring necessary corrections are made to ensure theaccuracy of payroll transactions.
  • Interacts with Audit & Control SUNY Central and Civil Service managers toaddress payroll Issues.
  • Processes overpayments and interacts with the Assistant Attorney General inprocessing the affidavit for the final judgment.
  • Maintains the confidentiality of payroll records.
  • Adhere to all New York State regulatory requirements and SUNY policies andprocedures.
  • Participates in continuous process improvement efforts to support current andfuture systems enhancements.
Required Qualifications:
  • Associates Degree.
  • Ability to work in a team environment and communicate effectively within all levels of the organization.
  • Strong professional phone and email skills.
  • Eye for detail and accuracy is imperative.
  • Ability to prioritize and multitask.
  • Strong interpersonal and analytical skills.
  • Effective oral and written communication skills.
  • Proficient in Microsoft Excel & Pivot tables Experience with Microsoft Suite.
  • Strong computer skills and ability to learn the internal systems.

Preferred Qualifications:

  • A Bachelors Degree is preferred
  • 3 to 5 years of experience in payroll or a related field preferably working in ahealthcare environment.
  • Knowledge of New York State Finance Law is preferred.

Work Schedule:

Monday to Friday; 9:00am to 5:00pm(Full-Time)

Salary Grade/Rank:

SL-2

Salary Range:

Commensurate with experience and qualifications
