Job Description

Introduction

Purpose

The Construction Management Engineer manages all phases ofconstruction contracts and improvement projects involving the City and theState of Wisconsins Department of Transportation (WisDOT) sewer bridgestreet and alley systems.

Essential Functions

Leadership and Management

  • Manage the inspection and coordination of all assigned construction work including streets alleys bridges sewers and building service installations performed under private contracts.
  • Collaborate with design leads and oversee the planned implementation of paving work within a designated area of the Citys construction program.
  • Oversee and manage relationships with contractors and inspectors.
  • Ensure accurate recordkeeping of construction progress including daily inspector reports.
  • Supervise and train inspection personnel on construction inspection standards procedures and responsibilities.
  • Provide on-the-job training and lead safety and construction training sessions.
  • Review and approve measurements quantities and final payment certificates for contracted work.

Strategy and Planning

  • Plan schedule and coordinate field operations related to public works construction activities.
  • Prepare construction specifications special contract provisions and project plans.
  • Conduct analytical studies and prepare technical engineering reports.
  • Assist in preparing the sections operating budget overseeing purchases and expenditures.
  • Customer Service and Compliance
  • Serve as the primary DPW liaison with businesses property owners residents public officials and utilities to address access issues complaints scheduling conflicts and claims related to assigned construction work.

Conditions of Employment

The Construction Management Engineer must be willing andable to do the following:

  • Perform light physical work exerting up to 10 pounds of force and perform physical activities in the work environment that require agility including walking standing climbing stairs crouching stooping and reaching.
  • Work outdoors in variable weather and environmental conditions as well as tolerate noise and exposure to airborne contaminants.

Minimum Requirements

  1. Bachelors degree in Engineering (Civil Mechanical Construction Management or Architecture) from a school of engineering whose program is accredited by the Accreditation Board for Engineering and Technology (ABET) or verified equivalency.
  2. Five years of experience in an engineering-related function of construction inspection design or maintenance of infrastructure facilities including two years in a supervisory or lead role.
  3. A valid drivers license at the time of application and throughout the selection process. Valid Wisconsin drivers license required at the time of appointment and throughout employment.
  4. Good driving record at the time of application and throughout employment.

Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

  • Professional Engineering License (PE)
  • Masters Degree in Civil Engineering.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of construction specifications materials methods procedures bidding processes and contracts.
  • Knowledge of the practical application of engineering principles and standards.
  • Knowledge of and basic understanding of regulatory requirements and contract administration.
  • Ability to manage and prepare budgets and monitor or approve purchases and expenditures.
  • Ability to efficiently use computer software including Microsoft Office MicroStation/AutoCAD geographic information systems (GIS) and computer-aided design and drafting (CADD) programs.
  • Ability to review analyze and prepare technical reports and studies.
  • Ability to organize complex projects into manageable tasks.

Leadership and Management

  • Knowledge of project management practices including organizational and time management skills to prioritize work and meet deadlines.
  • Ability to learn and apply effective human resources policies and procedures.
  • Ability to set clear expectations and lead staff by offering effective guidance.
  • Ability to organize prioritize and manage staff and work assignments within varying schedule constraints.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully are valued for their strengths and feel that they can safely express themselves.

  • Ability to develop and maintain effective working relationships with a wide range of individuals including members of the public contractors elected officials employees and management from diverse backgrounds.

Current Salary

The current salary range(Pay Range 1KX) is$116493-$127413annually and the current resident incentive salary range for City of Milwaukeeresidents is$119988-$131235 annually.Appointment above theminimum is possible based on the level of experience and other qualificationsand is subject to approval.
