About this Job

The Division of Administration/Office of Human Resources has a vacancy. This position may be filled in the Operations/Benefits unit.

The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the states capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

The incumbent of this position is part of a full service human resources office and program for a group of very complex and highly visible entities that includes the Division of Administration (DOA) the Office of the Governor Inspector General Mental Health Advocacy Services Louisiana Tax Commission Louisiana Public Defender Board District Attorneys Assistant District Attorneys and the Board of Elementary and Secondary Education (BESE). The Divisions HR Office serves approximately 2800 employees and approximately half of these employees are unclassified. This Office currently works with classified employees covered by 5 out of the 6 pay schedules.

Key Operations Responsibilities:
Responsible for processing the full range of personnel and payroll actions including appointments performance adjustments promotions rehires reallocations transfers separations etc. as well as certifies all related job personal salary costing and organizational information. Ensures all transactions are to be in compliance with Civil Service rules and regulations Federal and State laws and internal department policies.
Serves as a general user for E-Verify. Responsible for following all E-Verify program rules and staying informed of changes to E-Verify policies and procedures.

Schedules and conducts regular on-site audits of DOA-serviced timekeeping units for compliance with policies and procedures established by the Division of Administration and/or the Office of State Uniform Payroll.
Responsible for Data Integrity Assurance of biweekly payroll reports to ensure compliance with Civil Service rules and regulations Office of Statewide Uniform Payroll and federal and state laws and regulations and guidelines proper salary objects classification accuracy of employees gross pay and deductions.
Ensures that all documents and supporting documents are scanned and retained in employee files and within the electronic repository filing system.
Performs all other duties as assigned. Attends meeting with section heads assistant section heads and commissioners in the absence of HR Manager and/or HR Supervisor.

Key Benefits Responsibilities:
Counsels employees concerning group life health supplemental insurance credit union etc. and enters the appropriate data into the computerized system of LaGov and verifies OGB has updated member details in E-Enrollment.
Identify non full-time employees and establish an Initial Measurement Period to determine if they are ACA eligible. Create and Maintain IT9004 records for all new hires and obtain a Waiver of Coverage for each plan year for those who do not have health coverage.
Serves as the technical specialist in the area of Insurance Benefits and Invoicing. This position will solely prepare the monthly insurance invoices for assigned DOA Agencies and DOA Client Agencies. Reconciles coverage type/deduction discrepancies for active employees noted between LaGov HCM and Group Benefits records. Recommends corrective actions to HR Supervisor and implements upon arrival.
Serves as back-up subject matter expert in the various statewide vendor products offered to state employees.
Processes Workers Compensation reimbursement checks for employees lost time by researching period of time compensated calculates leave to be re-credited or cash amount to be compensated.


Position-Specific Details:

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

This vacancy participates in a career progression group and may be filled from this recruitment as a Human Resources Analyst A (AS-612) Human Resources Analyst B (AS-613) Human Resources Analyst C (AS-615) or Human Resources Specialist (AS-617) depending on the level of experience of the selected applicant. The maximum salary for the Human Resources Specialist is $96533. Please refer to the Job Specifications tab located at the top of the LA Careers Current Job Opportunities page of the Civil Service website for specific information on salary ranges minimum qualifications and job concepts for each level.

This position has a Special Entrance Rate (SER) as follows:

If filled as a HR Analyst A the SER is $1394.40 biweekly.
If filled as a HR Analyst B the SER is $1491.20 biweekly.

This position also has retention pay of $1.00 per hour for each hour worked.
