Job Description

Position Summary

The Billing and Collection Specialist is responsible for preparing and issuing accurate invoices monitoring account balances and ensuring timely collection of payments. This role requires a strong attention to detail excellent communication skills and the ability to work with internal departments and external customers to resolve billing discrepancies and outstanding accounts.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities duties and skills required. This description is subject to modification as the needs and requirements of the position change.

  • Generate and send invoices in accordance with established schedules and procedures.
  • Monitor accounts receivable and follow up on overdue payments via phone email and written correspondence.
  • Apply payments and adjustments accurately to customer accounts.
  • Investigate and resolve billing issues or disputes in a timely and professional manner.
  • Maintain accurate and up-to-date customer records including contact information and payment history.
  • Work closely with internal departments to ensure billing accuracy.
  • Prepare aging reports and escalate delinquent accounts to management as needed.
  • Respond promptly to customer inquiries related to billing and account status.
  • Ensure compliance with company policies and applicable regulations related to billing and collections.
  • Assist with month-end closing tasks and audits as assigned. Contributes to the overall success of the department by performing other essential duties as assigned;
  • Contributes to a work environment that encourages knowledge of respect for and development of skills to engage with those of all cultures and/or backgrounds.
  • Subject to 24- hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.

KNOWLEDGE SKILLS & ABILITIES: To perform in this position successfully and individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required.

  • Applicable Federal state and local laws codes regulations and/or ordinances;
  • Strong understanding of billing and collections processes.
  • Proficiency with financial or accounting software (e.g. QuickBooks Tyler Incode SAP) and Microsoft Office especially Excel.
  • Excellent communication and interpersonal skills.
  • Strong organizational skills with the ability to prioritize tasks and meet deadlines.
  • High level of accuracy and attention to detail.
  • Ability to maintain confidentiality and handle sensitive financial information.
  • Preparing information for financial or employee related reports;
  • Providing attention to accuracy and detail;

EDUCATION EXPERIENCE AND TRAINING (Certification/Licensure): The preferred way to obtain the minimum knowledge skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

  • Associates Degree or equivalent and five years of related accounting experience in assigned area of responsibility.
  • Valid Texas Drivers License

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time the job is rated for Light Work.
