Job Description

POSITON OBJECTIVE:

The position of Director IV of Special Education is for the purpose of providing leadership vision and direction for the development operation supervision and evaluation of the programs and services for students with disabilities.

DUTIES AND RESPONSIBILITIES:(These duties are a representative sample; position assignments may vary.)

Under the direction of the Executive Director of Teaching and Learning provides leadership in the execution of school district operations related to the programs/services overseen by this position:


Develops and prioritizes program planning required to support the Districts Strategic Plan.
Coordinates program components for the purpose of delivering services.
Designs program reviews and student assessments for the purpose of evaluating educational processes and providing feedback to administration for appropriate follow-up actions.
Interprets and executes policies administrative procedures and regulations pertaining to the scope of the position.
Conducts trainings for staff regarding policy administrative procedures and regulations pertaining to the provision of special education services.
Works with the General Counsels Office regarding technical guidance training and compliance with special education regulations statutes and laws.
Draft administrative procedures or regulations to implement requirements of adopted school board policies.
Collaborates with district personnel state agency personnel and peers in other districts for the purpose of identifying effective services and/or programs.
Monitors assigned activities and/or program compliance including financial legal and administrative requirements each of the assigned programs.
Prepares and presents public reports and presentations regarding programs services and responsibilities to the Board of Directors staff and others including providing reports for OSPI and other agencies as required.
Provides leadership and supervision of special education department staff.
Assigns supervises and evaluates assigned program staff in collaboration with schools and other departments.
Recommends staffing allocations for programs within area of responsibilities in alignment with key priorities and initiatives.
Works with parents teachers and service providers advisory councils and others in the community to discuss program recommendations and improvements.
Engages parents staff and community as required for the duties of the position.
Identifies and provides for the professional development of certificated staff.
Collaborates with school administrators for the purpose of supporting the learning needs of students within the context of the program responsibilities of the position.
Collaborates with other district departments community stakeholders business leaders and post-secondary institutions to create new and innovative student support programs aligned with the Strategic Plan
Fulfills grant requirements for community state and federal grants including submission of required documents and compliance of reporting.
Oversees program budgets as required for the program responsibilities of the position
Performs other job-related duties as assigned

REPORTING RELATIONSHIPS:

Reports directly to and is supervised by the Executive Director of Teaching and Learning
Supervises program staff as delineated by the Executive Director of Teaching and Learning

EDUCATION & EXPERIENCE:(positions in this class typically require)

Required
Bachelors Degree in education or related field
Masters degree in education or related field
Program Administrator Credential or similar administrative credential or willingness to obtain one upon hire

Preferred
Experience with case law federal and state laws rules and regulations governing services
Advanced knowledge of educational systems including Americans with Disabilities Act (ADA) Individuals with Disabilities Educational Act (IDEA)
Experience in mediation conflict resolution and/or other formal processes for resolving disputes and complaints
Experience in Multi-Tiered Systems of Support structures and interventions assessment practices and experience in managing programs designed to address varied needs of students birth to age 21
Experience with supervisory practices and procedures

LICENSING REQUIREMENTS:(positions in this class typically require)


Principal or Program Administrator certificate from the state of Washington
Washington state drivers license

Demonstrates the ability to effectively manage budgets and resources
Possesses skills that lead to effective work within a team environment including interdependency and focus on shared goals and vision
Demonstrates multicultural sensitivity with the ability to effectively and collaboratively work with diverse populations
Ability to perform all duties in accordance with all applicable Board policies and district and legal requirements
Ability to meet and maintain punctuality and attendance expectations


PHYSICAL REQUIREMENTS:

Positions in this class typically require: stooping kneeling crouching reaching standing walking pushing pulling lifting finger dexterity grasping talking hearing seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body Sedentary work involves sitting most of the time Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

CONDITIONS OF EMPLOYMENT:

Determined by the job classification on the Certified Administrator Salary Schedule DirectorIV ($181368 to $200034 per year).Medical dental vision long-term disability and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
