WHAT YOU WILL BE DOING:
The Department of Public Safety Division of Statewide Services is recruiting for a Criminal Justice Specialist to work in the Sex Offender Registration unit. This position conducts research using a variety of criminal justice databases both confidential and public to assess statutory compliance with state registration requirements to include reviewing other states statutes as well as federal law to assess similarities with state laws requiring registration. Outreach and training with statewide law enforcement prosecutors probation officers and other states sex offender registration offices will be ongoing as part of the administration and day to day operation of the unit. The position will review the criminal records of convicted sex offenders to make initial assessments about registration durations; provide support to criminal justice agencies filing charges for failure to register cases; oversee and manage data entry and case management of registration records; collect and process biometric data from the registrants to include fingerprints and photographs; and testify at court hearings for failure to register cases.

OUR ORGANIZATION MISSION AND CULTURE:

The Criminal Records & Identification Bureau manages the states sex offender registration program. The sex offender registration website is maintained by the unit and used by criminal justice agencies employment and licensing agencies and the public who rely on the information being accurate and complete. The Criminal Justice Specialist position is critical to managing the high volume of registrations received by the office and for entering registration information into the states database on the public website and into the National Crime Information Center (NCIC) database. This position is responsible for conducting record audits and validations to ensure the accuracy and completeness of registration records providing support to law enforcement/prosecutors regarding non-compliant registrants and to provide training and technical assistance to law enforcement registrants and the public. The efforts of the unit help ensure the state and national sex offender registries are as complete as possible and records are readily available for members of the public employers licensing agencies and criminal justice agencies as required by law.

THE WORKING CONDITIONS YOU CAN EXPECT:

This position is located in East Anchorage in the Department of Public Safetys (DPS) Headquarters building located at 5700 East Tudor Road. Office space consists of individual workstations in an open area to encourage collaborative efforts. The Chugach Mountains provide the backdrop for the building and ample parking is available; public transportation drop points are located directly in front of the building and paved trails are located right next to the building.

A bachelors degree from an accredited college.
OR
An associates degree from an accredited college in Criminal Justice Paralegal Studies Justice or a closely related field.
OR
Two years of advanced paraprofessional experience in support of professional law enforcement staff in the development analysis and implementation of a law enforcement public safety or criminal justice program. The required experience includes work such as Criminal Justice Technician 2 with the State of Alaska or the equivalent with another employer.
OR
Four years of advanced or supervisory paraprofessional or technical experience in support of criminal justice staff involving data or evidence collection processing analysis and reporting. The required experience includes work such as Criminal Justice Technician 1 Emergency Services Dispatcher with the Department of Public Safety Fingerprint Technician Paralegal or Law Office Assistant 2 with the State of Alaska or the equivalent with another employer.

  • Ability to utilize critical thinking when researching complex data from multiple sources to analyze all facts of a situation to draw logical conclusions and to make a successful recommendation regarding a course of action based on that analysis.
  • Ability to manage multiple projects with competing deadlines; experience must demonstrate effective time management skills and flexibility in managing workloads to ensure projects are completed by established deadlines and the final work product is completed with an extremely high degree of accuracy.
  • Experience working effectively in a team setting with individuals from a variety of backgrounds at different levels in the organization to achieve goals and objectives in a changing environment.
  • Experience evaluating program or organizational performance using metrics and outcomes goals setting and performance review to assess program performance and to make recommendations for improvement.
  • Experience communicating complex legal or technical information to a variety of audiences both verbally and in writing to include making presentations and writing reports.

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check. Due to the sensitive nature of this position and required access to APSIN an applicant with criminal convictions will not move forward in the selection process.
