Job Duties
The purpose of this position is to provide policy and data analysis of the Child Care Subsidy Program (CCSP) which provides access to affordable high-quality child care services to over 40000 children and 20000 families each month. The CCSP is administered via a partnership with the Virginia Department of Education and the Virginia Department of Social Services. Application enrollment and case management activities are carried out by 120 local departments of social services across the Commonwealth. This position will support ongoing program operations by analyzing program data to improve policy and process drafting policy guidance and resources and engaging with key stakeholder groups to understand areas of strength and opportunities for improvement. In addition this position will lead ongoing data analysis work to strategically allocate and evaluate the availability of slots and funding to localities through the CCSP and provide project management on aspects of key CCSP projects and procurements to support the implementation of the new CCSP attendance tracking system and modernizing Virginias error rate review processes.
Minimum Qualifications
Knowledge of the Child Care and Development Block Grant (CCDBG) or the Child Care and Development Fund (CCDF) required
Experience analyzing and interpreting federal or state child care laws regulations and/or policies required
Experience analyzing state or federal program administrative data required
Strong project management skills including the ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation required
Strong written and oral communication skills required including experience communicating complex information to a variety of audiences and stakeholders
Demonstrated ability to use data to inform policy and process recommendations
Ability to analyze and define problems and apply problem-solving techniques to complex program administration issues
Strong attention to detail and organizational skills
Ability to use word processing spreadsheets presentation software and online data collection systems
Ability to effectively manage up to direct supervisor and other project or organizational leaders and
Ability to travel statewide to facilitate relationship building with diverse stakeholders.
