Proposal Coordinator Smart Infrastructure Group/ Smart Technologies
Roles and Responsibilities:
- Analyzes U.S. Federal State and local government RFPs RFQs and task orders especially those related to instrumentation sensor-based monitoring systems data management solutions and other smart infrastructure initiatives.
- Develops and maintains detailed compliance matrices aligned with Federal Acquisition Regulation (FAR) agency-specific guidelines (e.g. DOT DOE FEMA) and other relevant instructions to ensure a fully compliant and responsive submittal.
- Leads internal proposal kickoff sessions with SIGs technical and business teams to review solicitation requirements identify key deliverables and assign writing responsibilities across technical and management sections.
- Authors or coordinates the development of proposal content related to:
- Instrumentation and sensor integration
- Remote monitoring and real-time data platforms
- AI/ML-enhanced analytics
- Infrastructure resiliency and disaster recovery systems
- Cloud-native and hybrid architecture solutions (e.g. Azure AWS GovCloud)
- Oversees development of standard proposal elements including executive summaries past performance narratives (CPARS-aligned) resumes in federal format (SF 330 or equivalent) and technical/management plans that align with procurement objectives.
- Serves as the point of contact across proposal teams subcontractors and teaming partners for all matters related to RFQ/RFP interpretation amendment tracking and Q&A submissions.
- Designs and maintains proposal templates consistent with federal and state formatting norms (e.g. section headers page limits font and margin requirements) and ensures all required forms (e.g. SF 1449 Attachment A/B/C pricing sheets) are completed accurately.
- Manages the full proposal lifecycle including coordination with graphics and desktop publishing for production of high-quality print-ready and electronic PDF submissions compliant with agency upload requirements (e.g. eProcurement BidSync portals).
- Performs final quality and compliance checks to ensure each proposal submission is compliant compelling and complete meeting all evaluation criteria outlined in the RFP.
Qualifications:
- Bachelors or Masters degree in Business Engineering Communications or a related technical discipline.
- 37 years of experience in government proposal coordination or management preferably in the smart infrastructure IT modernization or A/E/C sectors.
- Strong knowledge of U.S. Federal and State procurement processes particularly in relation to agencies such as DOT USDA FDOT GSA Army Corps and FEMA.
- Exceptional organizational skills and attention to detail with proven ability to manage simultaneous projects and meet firm deadlines.
- Advanced proficiency in Microsoft Office Suite (especially Word and Excel); familiarity with Adobe Creative Cloud (InDesign Illustrator Acrobat Pro) is a plus.
- Experience with proposal development tools (e.g. SharePoint Smartsheet Deltek Proposify or GovWin IQ) is advantageous.
Position Type/Expected Hours of Work
This is a full-time position with a minimum expectation of 45 hours per week. Dependent on workload hours may be somewhat flexible and some late evenings and weekends may be required.
